UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities. The PISANS program is a community resettlement project that seeks to integrate host and new beneficiary communities. Interventions include but are not limited to the following sectors: water, sanitation and hygiene, livelihoods and shelter and reconstruction.

UMCOR - Haiti is currently seeking a national Shelter Manager for the PISANS program. The position is based in Cabaret with travel as needed to other parts of the country.

This is a full time position. The Manager will be part of UMCOR’s Shelter and Reconstruction Program in the Haut Damier, Cabaret field area of Haiti under guidance of the PISANS Program Coordinator with technical support from the UMCOR Shelter and Reconstruction Coordinator based in the UMCOR-Haiti Port-au-Prince office. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.

Responsibilities:

The Manager will report to the PISANS Program Coordinator. Their responsibilities will include, but are not limited to:

• Ensure contractors complete works in accordance with the BOQs and technical designs and with respect to the beneficiary needs.

• Monitor and evaluate the program progress.

• Ensure that accurate and detailed records of project matters are formulated and kept.

• Conduct site assessments and surveys.

• Supervise and manage effectively the daily activities of contractors to ensure completion of projects within the timeframe and budget.

• Ensure as far as possible the security of the project, of staff, and of equipments.

• Coordinate with School Directors and the school community to ensure community participation and ownership. This may include organizing and leading meetings to inform the community on the goals, requirements, procedures, contributions, and objectives of the project.

• Advise on procurement needs.

• Provide on-site technical assistance to field and project staff and self-help project beneficiaries during the process of implementation, including management of construction activities.

• Prepare and submit regular progress reports and work plans.

• Review and monitor (and submit when appropriate) monthly project expenditures submitted and/or prepared by/to the Finance Department and monitor and track budgets and monthly project expenditures.

• Alert the Program Coordinator to any instances that have the potential for a negative impact on the implementation of grants or compliance with their terms.

• Take overall responsibility for achieving project objectives and adhering to the proposal and donor requirements.

• Review of documents and other materials prepared by contractors and consultants

• Production of documentation in compliance with all relevant design codes and standards, including production of BOQs, drawings and specifications, design of repairs and new construction

• Carry out construction training

• Co-ordinate logistics for teacher training activities

• Other duties as assigned

 Must have a University degree in civil engineering, architecture or construction management,
Must have a minimum of 2 years construction experience
Must have good knowledge of local suppliers and building contractors
Must be proficient in Word, Excel, and AutoCAD
Must have good written and spoken English language skills
Must be able to follow directions and work schedule
Must be a team player
Must have open communication
Must be willing to produce quality work and problem solve regardless of constraints
Must be willing to work in a diverse international environment
Must be able to take initiative
