Introduction

UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities. The PISANS program is a community resettlement project that seeks to integrate host and new beneficiary communities. Interventions include but are not limited to the following sectors: water, sanitation and hygiene, livelihoods and shelter and reconstruction.

UMCOR - Haiti is currently seeking a national Agricultural Livelihoods Manager for the PISANS program. The position is based in Cabaret with travel as needed to other parts of the country.

This is a full time position. The Manager will be part of UMCOR’s Livelihoods Program in the Haut Damier, Cabaret field area of Haiti under the guidance of the PISANS Program Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.


Fonctions

Responsibilities:
The Manager will report to the PISANS Program Coordinator. His or her responsibilities will include, but are not limited to:

• Implement effectively and within time and budget the agriculture portion of the livelihoods intervention for 300 households as per the project proposal and requirements.
• Assess the knowledge, practices, and needs of farmers in the community to inform the design of training and input packages.
• Maintain an active and constructive relationship with the community. Lead meetings with the community as necessary to communicate the goals, requirements, procedures, and objectives of the program.
• Oversee the work of service providers to ensure that they are meeting contractual obligations in a satisfactory manner and contributing to the overall achievement of program objectives.
• Work with the logistics team to oversee the procurement and distribution of agricultural input packages and seedlings to beneficiary households.
• Regularly monitor the progress of program activities and implementation, including visits to beneficiary households and agricultural plots, to ensure successful achievement of objectives.
• Provide necessary technical support to beneficiaries and service providers in the course of program implementation.
• Produce and maintain accurate and detailed records of project activities and expenditures.
• Review and monitor (and submit when appropriate) monthly project expenditures submitted and/or prepared by/to the Finance Department and monitor and track budgets and monthly project expenditures.
• Advise on program procurement needs.
• Prepare and submit regular progress reports and work plans to the PISANS Program Coordinator.
• Complete other duties as assigned.


Qualifications Requises

Must have:

 A University degree in agronomy, agricultural science or related field, and three years of project management experience with international or local development organizations, including a minimum of 2 years of experience working on agricultural projects
OR
 A minimum of 6 years of experience implementing agricultural programs for international or local development organizations
AND:
 Strong interpersonal skills and demonstrated leadership ability
 Demonstrated ability to mobilize local populations for action
 Experience carrying out agricultural needs assessments
 Past experience managing the work of service providing organizations
 Good written and spoken English language skills; and
 Strong work ethic, personal integrity, and independent problem solving skills
