Introduction

Under the direct responsibility of the Head of Finance and Administration, you will be responsible for: Ensuring the compliance of CBM and donor Logistics guidelines (management of procurement, stock, equipment, transport, etc) systems for the Haiti mission; Supervise and provide logistical support to the CBM guesthouses and office. Ensure the respect of CBM security guidelines in particular with transport management. Coordinate the logistics activities all over the mission by being in support and in close collaboration with the project staff and partner organizations. Directly manage the logistics staff; Report on regular basis about all logistics activities of CBM.


Fonctions

MAIN TASKS - You are the main representative of Christian Blind Mission in dealing with suppliers and companies for all issues related to logistics in coordination with other departments of CBM in Haiti; You participate actively to logistics coordination and information meetings (Logs cluster, etc.); You Manage the office, guesthouses, transport, inventory, assets, procurement; You are responsible for Contract management. Ensure that all tasks are done in line with CBM/Donor guidelines/requirements and all documentations are filed and accessible for audit at any time; Implement procedures, templates and documents where required in order to maintain best practice principles.

GENERAL COORDINATION - Setup coordination routine systems (meetings, reports, situation points, etc.) to ensure good communication and feedback to management and program teams. Provide logistics support and advice specifically to the Project team on regular basis. Ensure a pro-active link between the programs department, partners and Logistics staff (needs & support) and play a continuous interface role; As logistics activities are ongoing after hours and during weekends, you are expected to be available at all hours.

PURCHASE MANAGEMENT - Ensure the respect of CBM (and donor if required) purchase procedure; Identify and plan the Haiti mission purchases in collaboration with the rest of the team. Ensure the quality of the purchase and the delivery deadlines; Follow up the order/purchase until delivery; Control the quantities ordered and received; Ensure regular purchases follow up in close collaboration with the administration department for down payments and monthly budget follow up by means of a procurement tracking sheet. Maintain the appropriate documentation and filing.

STOCK MANAGEMENT/ CUSTOMS- Ensure the respect of CBM (and donor if required) stock management procedure; Provide regular inventory (monthly, quarterly, yearly) for the different items stored with CBM Haiti; Plan the stock supply according to local constraints ; In charge of the warehouse management and control systems; Ensure the security and the follow up of the equipment used on the Haiti mission (identification, asset number, location, project code, cost,); Ensure the security and the follow up of the communication and IT equipments (and supplies) Follow up on all imports. Customs issues and associated legal requirements (Quito’s, etc)

VEHICLE MANAGEMENT AND MAINTENANCE- Ensure the respect of CBM (and donor if required) CBM vehicle management procedure; Supervise the general follow up of the CBM fleet (consummation checks, movement planning, etc.) Ensure a regular maintenance on the different vehicles, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians; Manage transport contract negotiation with suppliers and follow up; Define the more relevant means of transport for goods delivery and process the administrative formalities related to such. Ensure that insurance, licensing and registration is always current, and relevant documentation in the cars at all times.

SECURITY INTERACTION -- Ensure the respect of the security guidelines and adopt the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the mission (national & international staff) in close links with Security Officer; Work in close collaboration with the Security Officer for all security issues (security guidelines updates, geopolitical follow up, incident reports) and ensure transport staff are aware and understand the security SOP, and transport policy.

TEAM MANAGEMENT . You ensure strict application and respect of CBM values and policies by your related staff. You define, with each member of your staff, CBMs action plan and objectives for achieving defined goals; You support and advise your team in the implementation of their responsibilities. You ensure feed back towards your team about issues potentially raised by them; You ensure good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed); You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the CBM mission : individual interviews, oral and written evaluations; You ensure conflict resolution (personal and professional) within your team and inform the Country Representative and the Head of Finance and Administration; You propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the FAM . You support your staff in their management duty: coordination meetings, individual interviews, etc.

IT – You are managing IT issues and provide appropriate solutions for problems resolution. You support CBM staff in their needs, requirements and emergencies in IT. You support IT external service providers in case of external maintenance or reparation needed. You closely follow up with CBM international office and are responsible of communication with CBM IT department in IO and LARO.

POWER GENERATOR – Ensure that Generator, inverter and batteries are fully serviced and fully functional.
REPORTING  Centralize all logistics information available on the mission and consolidate a monthly report (into the proper reporting form) to be delivered to the Head of Finance and Administration.  Participate in monthly situation reporting (SITREP) by providing relevant data related to your position.


Qualifications Requises

Educational background and experiences: Previous Experience in logistics management is essential. Minimum 3 years of Professional experience in the related field in NGO.

Skills: Ability to work under pressure with a great level of personal organization. Ability to be flexible, and take on any task that may be required to support CBM Haiti. Flexible in working hours and always available outside of working hours. Have good technical knowledge of IT, generators, vehicles and VHF radios

Required languages: English and French mandatory (oral and written);

Personal Qualities: Strong interpersonal and intercultural skills
