SUMMARY:
In this position, the Senior Program Manager will work with the Country Director to define AmeriCares program activities in response to the January 12th earthquake in Haiti. He or she will be responsible for implementing a national level strategy to help strengthen the healthcare system in Haiti through program development, program team supervision, management of monitoring and evaluation activities, as well as program partner reporting. The Senior Program Manager will work in close collaboration with the Country Director and program staff to identify new partners and initiatives within AmeriCares strategic plan and support implementation.
After the initial phase of AmeriCares response to a large scale emergency, and where resources permit an extended role for AmeriCares, our Post Emergency Programs Department oversees the long-term recovery efforts. AmeriCares current program in Haiti, known as AmeriCares Haiti, works within the Post Emergency Department of AmeriCares with support from this department based in our Stamford HQ offices.
DUTIES AND RESPONSIBILITIES:
The Senior Program Manager will be responsible for leading implementation of AmeriCares Haiti’s post-emergency program strategy through the following four areas of focus:
Program Development
Work with the Country Director and Program Team to carry out programming in AmeriCares Haiti’s four areas of intervention:
o Access to Health Care
o Cholera Control and Prevention
o Maternal and Child Health
o Disaster Preparedness & Emergency Response in the Health Sector
Assist Country Director with strategic planning for AmeriCares activities in Haiti.
Ensure programmatic integration with gift-in-kind activities.
Support recruiting efforts to sustain the program team in order to achieve programming goals.
Ensure compliance with local and international regulatory issues in program development and implementation.
When required, work with program managers and/or partners to develop grant proposals and assist with review and vetting process locally as well as with HQ.
Technical guidance to programs team and partners in areas of expertise.
Oversee grant disbursement including timely implementation of planned activities and appropriate expenditure of funds.
Programs Team Management
Oversee programs staff consisting of program managers, associate, and assistant, for activities including program development, relationship building with partners and administration of grants.
Ensure programs team meets budget and timeframe deadlines.
Monitor quality of teams review and administration of grants.
Review regular reports prepared by programs team for internal stakeholders at AmeriCares and consolidate when necessary.
Support HQ grant reporting activities to AmeriCares donors which may also include integration of GIK activities with partners.
Assist Country Director to manage programs team during emergency response.
Ensure coordination with GIK team to enhance support offered to partners and efficient use of AmeriCares’ resources.
Monitoring and Evaluation
Analyze partner reports for necessary modification during a grant or project cycle and ensure adequate reporting is provided including programmatic and financial reporting by partners.
Evaluate final grant reports for effective implementation and realization of programmatic objectives along with acceptable financial accountability.
Ensure program activities are effectively communicated to HQ.
Complete and distribute regular reports, in collaboration with the Country Director, to HQ on country and program activities.
Develop and or improve current tools use for the monitoring and evaluation of programs implementation including overall financial tracking
Representation
Participate in responsible media coverage of events and programs related to AmeriCares efforts in coordination with AC Communications team at HQ.
Actively pursue coordination and working relationship with the government of Haiti, other NGOs, and international organizations.
DELIVERABLES / MEASURABLES:
Create annual program plan based on the four areas of focus.
Complete regular staff evaluations for the programs team.
Ensure that Program Managers complete an executive summary for every completed grant.
Compile and write a monthly report summarizing program activities including completed, current, and potential activities.
Develop and manage implementation of plans to increase operating performance, including standard procedures, monitoring and evaluation tools for grants, and other efficiency initiatives.
Assist in staff development activities to help build technical and managerial capacities of the program team.

Qualifications Requises
QUALIFICATIONS
Advanced degree in development, public health, medicine, or related field; or 5 years professional experience in the same area preferred.
Excellent written and oral communications skills in English and French, including report and proposal writing and editing (Kreyol language fluency desirable).
Past work experience managing employees.
Experience in project design, implementation, management and monitoring & evaluation within the health sector.
History of building partnerships—working effectively and respectfully with the government, local and international NGOs, and the private sector in complex environments.
Experience living/working in post-disaster settings or resource-poor communities.
Willingness to travel within Haiti for multi-day trips.
Strong Excel and Power Point skills, proficiency in Microsoft Word and Outlook required.
