Introduction
To ensure the Oxfam America (OA) Office has ongoing high quality financial management with the financial and logistical capacity to scale up and respond effectively and rapidly to large donor grants and major humanitarian emergencies, and to ensure consistent IT, administrative and financial support. The Finance Manager is accountable for the Haiti office’s financial management and reporting requirements.
The focus of the role is to lead the finance function in OA including financial management, budget development and monitoring, financial capacity development of OA and partner field and program staff, internal controls, audit and compliance with all OA, donor and local requirements, policies and procedures.
Fonctions
Maintain timely and accurate financial accounts, including monthly and annual closing in accordance with current OA and regional standards and policies, including balance sheet maintenance and day to day financial transaction management.
Manage cash flows and cash forecasts to ensure availability and accountability of funds for the office.
•Manage the office’s payroll and oversight of any field office payroll procedures to ensure all OA and local legal requirements are met and any necessary accruals are recorded in a timely and accurate manner.
•Establish and maintain proper filing systems for financial documents
•Manage all external, statutory, and donor audits for the office and partners; contribute to consolidated OA audit, tax and insurance requirements.
•Prepare financial reports for donors in a timely manner and in the correct reporting format.
•Maintain and track approved budget, produce budget utilization and status reports by project and funding source, highlighting variances and/or need for corrective action, for country leadership and Program team.
•Conduct reviews of field office and partner documents and procedures to ensure appropriate internal controls and compliance with local and donor requirements.
•Support and guide the Program Management Team in the financial management of Program work including providing input into the development and review of donor proposal budgets and grant financial report reviews.
•Ensure understanding of and adherence to donor contractual financial requirements by the Country management and Program team.
•In conjunction with the program team, ensure that partner systems and reports comply with donor and Oxfam America requirements.
•In conjunction with the Regional Finance and Systems Manager, contribute to the development and review of financial systems and procedures in OA and its partners.
•Build the financial management capacity of relevant management, project and operations staff and partners.
•Ensure adherence with OA’s human resource policies and procedures.
•To ensure the provision of quality business support in areas such as facilities, logistics, purchasing and asset management across the country.
•Single Management Structure: Provides financial information for the operational model and cost share on ongoing basis. In the role, this person will also drive the planning and implementation of shared facilities where appropriate, participating in relevant strategy sessions on operations (finance, IT, HR, facilities) with OI affiliates
Qualifications Requises
Bachelor’s degree in business, accounting or finance or equivalent relevant experience.
•7-10 years of experience in the field of finance, including at least 2 years supervisory experience.
•Ability to speak, read and write in English, Haitian Creole, and French.
•Demonstrated knowledge of finance, accounting, human resources and administrative functions in an international environment.
•Experience in working with sophisticated computerized accounting systems.
•Proficient in EXCEL and sound experience with WORD and Outlook.
•Demonstrated ability to explain financial matters to non-finance colleagues and local partners.
Conditions particulières
Experience of grant making and management as well as contract management.
•Knowledge of donor compliance policies.
•Working experience in an international NGO.
•Experience with Oracle financial system preferred
•Leadership and staff development skills
•Experience complex funding streams (e.g., EU, UN, Foundations)
•Holder of CPA or ACCA.
