Introduction

The Food Voucher Project Manager will be responsibile for the, field management, operational oversight, coordination and regular monitoring of the Food Voucher Project in the area of operation. S/he will need to co-ordinate with the Food Voucher Coordinator as well as respective CARE Units such as Finance and Program Support staff to ensure effective Implementation of the Food Voucher Project in the Grande Anse. S/He will be responsible for daily operations and will directly supervise the Admin Accountant, the Monitoring and Evaluation Officer and Field Officers, providing appropriate guidance and oversight as they coordinate field activities. S/He will directly report to the Food Voucher Project Coordinator.


Fonctions

Program management and field operations(40%): Manage ensuring the project’s set goal and objectives are met
• In close collaboration with the Project Coordinator extensively contribute to the overall project implementation planning as well as lead the planning efforts with the directly supervised field staff.
• Design and conduct community education program as well as oversee the adherence of relevant staff to the implementation of program activities including detailed activity plans.
• Establish and train coordination committees with ASEC/CASECs and the mayors of principal towns.
• In coordination with the Project Coordinator ensure timely selection and registration of the beneficiaries, and support Monitoring and Evaluation officer in designing and creating beneficiary database
• Design curriculum modules and carry out training for beneficiaries
• Carry out inventory of vendors, register eligible vendors for participation, and support design and creation of the vendor database
• Design curriculum modules and conduct vendor training
• Regularly monitor the progress through site visits to vendor outlets and selected households

R2 External Relations with Vendors, Mobile Cash Transfer and Banking Service Providers (20%)
• Implement an efficient and effective mobile cash transfer system that is responsive to the needs of the beneficiaries and is well coordinated with vendors and service providers;
• Coordinate with the Project staff to report and follow up on complaints/feedback
• Ensure the Project staff are providing requisite documentation and support to project accountants to guarantee accurate review and financial accountability

R3 Staff Management, Coordination and Support (30%)
• Manage the project team to implement an efficient and effective system that is responsive to the needs of the beneficiaries and is well coordinated with vendors and service providers
• Supervise and provide support to the direct supervisees to arrange distribution procedures and conduct market redemption days
Coordinate with local authorities and other partners to ensure protection of all participants, especially vulnerable groups, throughout the project period.Implement the CARE performance management system with all direct supervisees;
• Ensure that personnel records are kept and files are up to date
• Approve and authorize program expenditures within assigned threshold and according to the rules and systems in place;
• Together with Food Voucher Project Coordinator and other senior CARE staff, ensure that all project and other staff follow all policies and procedures as required by CARE Haiti.
• Conduct coaching sessions & support professional development plans of the Project staff

R4 Reporting, Monitoring and Evaluation (25%)
• Provide support to the Monitoring and Evaluation officers in ensuring that monitoring and Evaluation aspects of the project are in line with agreed upon program strategic goals and objectives
• Provide support in ensuring that the M&E unit and other program staff are tracking and documenting program quality and progress
• Participate in the preparation, documentation and dissemination/sharing of lessons learnt
• Contribute to the development of appropriate project performance indicators and continuous review of the overall project M&E systems in the field;
• Oversee effective information/data collection and submission by the staff as well as partners in the field.

R5 Responsabilité de l’emploi (5%)

Qualifications Requises

• B.A. degree in social sciences, humanitarian development field, marketing or livelihoods related relevant discipline;
• Minimum of 3 years’ experience in humanitarian and development programming;
• Experience with large institutional donors, such as USAID, etc;
• Proven experience of managing large scale grant portfolios;
• Proven experience of managing grants in an emergency response situation;
• Excellent communication skills (oral and written) –French and Creole, good; communication skills in English will be considered as a strong asset;
• Demonstrated skills in management, teamwork, negotiation and consensus-building;
• High level attention to detail and managing complex relationships and communications;
• Strong financial management and budgeting skills for grants tracking;
• Strong inter-personal and problem-solving skills, proactive and entrepreneurial attitude.
