Introduction

The CCO’s goal is to increase the coherence and effectiveness of the contribution of INGOs in improving the living conditions of Haitians, paving the way to sustainable development.
The CCO’s objective is to become a strategic actor influencing the policy and practice of key stakeholders involved in relief, rehabilitation, and development and to support and strengthen an enabling environment for INGO activities.

To maintain an effective and responsive Secretariat supporting the work of the Steering Committee and the Plenary Assembly.

To support CCO members in making the best use of opportunities for influencing policy and practice through developing common positioning on key humanitarian and transition issues, representing members externally and lobbying
This position is hosted by Plan, the post-holder reports to a Management Team composed of 5-members of the Steering Committee.

•Representing affiliate to influential external contacts, and acting as key external spokesperson.

•Responsible for shaping work which has potential major impact on public image.
Requires ability to analyse and communicate complex information to a wide range of audiences.
• Chair meetings of the CCO-Steering Committee (SC), CCO-Plenary Assembly (PA) and special meetings of CCO.
• Follow-up on the implementation of the CCO, especially SC decisions.
• Call for ad hoc meetings of the CCO in response to specific humanitarian issues
• Support CCO in picking members for informal working groups.
• Facilitate CCO members’ active participation in meetings, especially SC’s.
• Ensure that information from working groups, SC and PA meetings is fed back to CCO members and that CCO members take appropriate action on recommendations as required.

• Ensure a two-way information flow between members of the SC and the PA, garnering input and providing feedback on key issues.
• Support involvement of additional Plenary Assembly members with a view to making the CCO more inclusive and representative through e.g. organizing events with policy makers, holding joint meetings with the Assistant aimed at reaching out to potential members, maintaining an updated contact list.
• Represent the CCO in meetings and representation for a, especially before the Government of Haiti, the United Nations, and donors, conveying views of the INGO community.
• Act as deputy to the INGO Representative to the Interim Haiti Recovery Commission (IHRC), preparing policy documents or correspondence representing views of the INGO community, especially the SC’s; developing and maintaining a clear understanding of the IHRC/HRF’s ways of working, agenda, and files under consideration; providing opportunities for members’ interaction with the IHRC.
• Support SC and PA members in coming up with common positioning on key humanitarian, reconstruction and operational issues, through e.g. providing members with information gathered from meetings with various stakeholders, identifying their policy thinking and opportunities for influence.
• Lobby key stakeholders in relation to humanitarian, reconstruction and operational issues identified as a priority
• Maintain overview of Secretariat processes and seek member’s feedback and input on maintaining an effective and responsive Secretariat.
• Manage and support the work of the Public Relations and Outreach Assistant


Qualifications Requises

• Excellent representation skills and the ability speak on message. Diplomatic skills.
• Several experiences of emergency and development work with a broad understanding of context, dilemmas, challenges and ways of working. Experience can be in management but with a track record in advocacy.
• Experience of influencing government, donors and other organisations through representation and/or advocacy.
• Ability to think strategically and beyond the local/country context
• Excellent communication skills, verbal and written, especially listening skills.
• Excellent Teamwork skills and the ability to build good relations
• Familiarity with INGO and UN/humanitarian coordination mechanisms
• Strong networking skills
• Self-starter
• Computer literate: highly proficient in the use of word processing software (MS Word), presentation software (MS PowerPoint), spreadsheet software (MS Excel), email software and knowledge management systems.
• Languages: Fluency in English and French is essential. Creole an asset.
