Introduction
Islamic Relief (IR) is a UK based international relief and development charity which envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfil their potential. Working in over 25 countries, Islamic Relief promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. We also respond to disasters and emergencies, helping people in crisis. Islamic Relief has been working in Haiti since the devastating earthquake of 2010. Throughout its disaster response programme in Haiti IR has provided affected communities with shelter, food, non-food items and water and sanitation services. Other services included rubbish collection and cash for work, school reconstruction and supporting vocational training centres. Currently Islamic Relief-Haiti programme is becoming more focused on school reconstruction.
Funded by the Islamic Development Bank, Islamic Relief will soon start implementing its new school reconstruction project with the aim of reconstructing five schools that have been affected by the earthquake. Thus, we are recruiting for a Construction Supervisor position, and would like to encourage all qualified and enthusiastic professionals to apply.
Job Purpose:
As part of its post disaster rehabilitation programme, Islamic Relief Haiti is implementing a school reconstruction project with the outcome of reconstructing five schools that were severely affected by the 2010 earthquake. The Construction Supervisor shall be responsible for the overall construction supervision and monitoring of the schools that are reconstructed or rehabilitated, ensuring that the targeted outputs and results of the project are achieved in a timely manner and in accordance with the Terms of Reference (TOR) of the contract signed with the contractor and Islamic Relief policies and procedures. The job holder will have to monitor on a daily basis the quality of the construction work and report any discrepancies to the line manager. The job holder will also be engaged in social mobilization when and where it is necessary.
Fonctions
Key Roles and Responsibilities:
Assist in the tender and procurement process and contractor assessments
Contract administration duties to ensure contract is managed correctly with the contractor
Reporting and administrative duties in relation to the construction contract and as per donor requirements
Conduct weekly site meetings with consultant supervisors and contractors.
Directly supervise the work of the selected construction company and ensure that the project is implemented as per the contract. This includes:
o Ensuring that agreed technical references are respected and applied in the construction work
o Ensuring that the construction is moving as per agreed timeline in order to avoid any delays
o Ensuring that designs are respected and the MOE and MTPTC regulations are applied
o Ensuring the quality of materials being used on site are to the standards specified
o Ensuring that site safety standards are being adhered to
o Ensuring the project is implemented as per TORs
Provide daily progress reports to the Programme Manager, Project Coordinator and other required staff
Provide information for quarterly report to the Programme Manager.
Maintain good relationships with the community, the municipality and school principal where the project is implemented.
Organize community mobilization meetings where and when necessary in order ensure community ownership of the project and also to solve proactively any concerns raised by the community.
Make necessary planning as required by the line manager to handover the schools to the Haitian School authorities.
Manage community mobilization activities of the reconstruction project in the commune include beneficiary vulnerability survey and analysis, community meetings, in-kind and unskilled labor contribution.
Coordinate and work closely with implementing contractors’ employees in the field
Producing weekly progress reports as well as project final report.
Perform any other tasks in line with the position required by the line manager
Experience
A minimum of 4 years of relevant experience in the construction industry achieved either in the private sector or humanitarian contexts.
Proven experience in supervising and monitoring construction projects, including school reconstruction
Knowledge of MTPTC and DGS (Direction du Genie Scolaire) building codes and design standards
Good experience in project reporting and contract administration
Good experience in social mobilization
Skills
Civil or Construction Engineering/Architecture/Construction Management
Strong coordination and interpersonal communication skills
Problem solving oriented
Fluent in French and Creole, with basic knowledge of English.
Excellent professional writing, presentation and communication skills
Computer skills - be able to work with Word, Excel, Ms Project. AutoCAD knowledge would be a plus.
