Introduction

Under the direct supervision of the Director of Finance, Administration, and Country Operations/ COMU Director, the Human Resources Manager is responsible for the implementation of practices and activities of the MSH Human Resource Management Office in Haiti, providing a full spectrum of services and programs linked to short and long-term organizational needs and objectives. She/he works closely with the Project Director of MSH projects in Haiti to develop and implement staffing initiatives for the success of the MSH Haiti office. In collaboration with the MSH Senior Management Team in Haiti and HR Partner and Staffing Specialist in the home office, the HR Manager is responsible for the administration and implementation of human resources initiatives including recruitment and employee relations activities for both technical and administrative positions. She/he is the primary resource person for Haiti-based staff with regard to MSH and USAID personnel regulations, MSH policies and the MSH/Haiti Benefits Program, by collaborating regularly with HR staff at Corporate level on related issues. She/he obtains security clearance on new employees prior to offering employment, and coordinates with HR Partner on disciplinary issues that may lead to termination of employment


Fonctions




SPECIFIC RESPONSIBILITIES


1. Recruitment: This includes the following:


a. Oversee the recruitment process and ensure that the HR specialist maintains a transparent recruitment process.


b. Review all final paperwork related to recruitment


c. Ensure recruitment status report and HR database are updated





2. Personnel:


a.Ensure the maintenance of accurate personnel files on all employees by creating administrative systems as required. b.Understand and interpret MSH personnel policies. Suggest revisions and provide updates to Local Employee Manual to be in compliance with MSH policies and local labor laws.





3. Employee Relations:


a.Provide counsel to employees regarding confidential employment matters, career development, job satisfaction, employee grievance and discipline issues.


b.Provide guidance on procedures and options for conflict resolution by consulting with the relevant HR Partner as appropriate. c.Conduct exit interviews when staff depart from the project and provide feedback to supervisor.





4. PPR&D Process:


a.Manage the Annual Performance Planning Review and Development (PPR&D) process, and ensure that all staff receives PPR&D training.


b.Support managers and supervisors in developing clear, measurable objectives; c.assist with the development of progressive improvement plans for under-performers; and, as necessary, in consultation with HR Partner in head office,


d.assist with employee terrminations.





5. Leave Tracking: This includes the following:


a. Track vacation, sick and holiday leaves after each pay period and


b. Ensure this report is being communicated within 48 hours after pay period to management





6. Benefits Program:


a.Oversee the administration of health and


other benefits programs.


b.Track employee levels of reimbursement and provide advice to employees on the balance of their annual caps. Prepare and maintain utilization reports for audit purposes.


c.Ensure that the Benefits package is reviewed on an annual basis and provide recommendations on medications and changes on international benefits to the Corporate Benefits Manager at Home Office.





7. Orientation:


a.Conduct orientation program for all new staff to familiarize them on benefits, policies and procedures.





8. Procurement Integrity:


a.Ensure that all employees comply with MSH mandatory training specifically Procurement Integrity certification.





9. Training:


a.Identify the need for training on HR issues; develop and deliver appropriate HR training to applicable staff.





10. Supervision:


a.Supervise staff as assigned. Supervisory responsibilities include, but are not limited to: meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed;


b.conducting Performance Plans and Reviews, communicating, implementing and assuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee’s success whenever possible.


Qualifications Requises




1. Masters Degree or Bachelor’s Degree with a minimum of five years of relevant experience and professional HR experience in human resource management, including recruitment and personnel management required.


2. Thorough understanding of Haitian labor laws.


3. Significant experience working with an international donor or organization, and experience working with USAID preferred.


4. Demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly; and experience in conflict resolution.


5. Ability to competently assess priorities, manage a variety of complex activities simultaneously in a time-sensitive environment and meet competing deadlines.


6. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients and partners.


7. Demonstrated ability to successfully coordinate activities with senior management staff, and a proven ability to work with a team in a fast-paced environment.


8. Excellent organizational skills and attention to details.


9. Excellent oral and written communication skills in English and French.


10. Ability to handle conflict management and to anticipate potential sources of conflict between employer and employees and suggest solutions.


11. Solid computer skills with proficiency in word processing, database management, and spreadsheet programs, especially Microsoft Office.


12. Ability to travel domestically and internationally as required.
