Introduction

Background:
Haiti PSP is an initiative funded by the US Agency for International Development (USAID) and implemented by Development Alternatives, Inc. (DAI). DAI is a 40 year old US-based organization, working in Haiti for 35 years. The project was awarded at the end of September, 2011, and will work primarily to support both houses of the Parliament of Haiti, Senate and Chamber of Deputies.
The purposed of the Parliamentary Strengthening Program- PSP is to work collaboratively with the Haitian Parliament to build capacity and support the relationship building with constituent.


Fonctions

Purpose:
The Finance Manager will work closely with the Chief of Party, the Deputy Chief of Party and DAI’s home Office finance team to establish and maintain financial systems to support DAI’s role in achieving the program objectives notes above.

Objectives and Duties:
General Duties:
• Ensure overall financial management;
• Manage program administrative functions;
• Manage and maintain accounting and finance record for all grants and project activities;
• Account for and pay all project invoices;
• Track monthly “burn rates” and compile monthly financial reports;
• Track the transfer of funds between the headquarters office and the field;
• Prepare and present to DAI HO all required monthly reports;
• Responsible for processing all cash transactions and wire transfer payments;
• Responsible for ensuring security of all project funds;
• Ensure project vendors are paid on time;
• Any other duties as assigned by the DCOP.

Procurement and Administrative responsibilities:
• Maintain project inventory and perform yearly inventory of the project assets;
• Assist procurement specialists in maintaining vendor contact information;
• Maintain appropriate documentation for all purchased assets.

Payroll/ Travel:
• Ensure employee salary list is regularly updated.
• Ensure salaries are disbursed to all employees on schedule.
• Send original timesheets for DAI local employees with the field report.
• File all salary information according to DAI personnel policies and procedures.
• Keep salary related information strictly confidential.
• Develop system for tracking and maintaining employee leave balances.
• Prepare travel advances for all employees based on travel advance policy. Calculate and distribute all travel advances.
• Audit travel vouchers according to travel voucher policy.


Qualifications Requises

Qualifications:
Education:
• University degree in business administration, accounting or appropriate field.
Work Experience
• Ten years of experience in accounting and finance activities.
• Familiarity with appropriate USAID policies and procedures.
• Ten years relevant work experience, including experience with contractor or international NGO managing offices finances.
• Demonstrated experience with financial grants management, preferably in-kind and small grants.
• Experience working in developing countries is required, preferably in a fragile or transitional state environment.
Skills
• Demonstrated expertise working in Haiti on socio-political and culture issues.
• Excellent interpersonal skills and an ability to manage a diverse range of professional relationship essential.
Languages
• English and French language fluency required. Knowledge of Haitian Creole highly sought.
Supervisory Responsibility
• The Finance Manager will supervise the Accountant.
Base of Operations:
• Port-au-Prince, Haiti
Reporting:
• The Finance manager will be supervised by the Deputy Chief of Party.
