Introduction

GOAL’s programmes in Haiti operate in both the urban and rural context in Port-au-Prince and Gressier respectively. The overall goal of the program is to provide support to families affected by the earthquake in Haiti whilst developing longer term sustainable solutions to specific issues effecting both the rural and urban population. The objectives of the program are to increase access to water and sanitation facilities and providing both safe shelter and infrastructure for displaced families with the aim of increasingly linking relief, recovery and development across the GOAL Haiti Program.


Fonctions

General Description of the Role:
The Program Support Officer will be responsible for supporting all GOAL programs in Haiti. The position will include elements of programming, donor liaison, reporting and administration. It will involve working closely with and under the supervision of with the ACD Program (ACDP) and Systems as well as all program managers, M&E, finance, HR and logistics.

Key Duties:
Internal and External Coordination

• Provide day to day support to GOAL Haiti as directed, liaising with program managers on issues, ensuring good lines of communication and follow up as needed with logistics, finance and human resources.

• Liaise with PM’s and M&E to monitor distributions, trainings, meetings and other program activities to ensure that they are carried out according to internal procedures and approved work plans.

• Visit GOAL’s operational sites when needed and develop an in-depth understanding of GOAL’s program area and operational environment.

• Act in a liaison role when requested by the ACDP /CD, linking with relevant organizations, attending coordination meetings, donors etc.

• Develop and update GOAL Haiti’s stakeholder mapping, including civil society mapping.

Donor Compliance

• Support and advise on Donor programming requirements and procedures (IRISH AID, EC/ECHO,).

• Work with PM’s and ACD-P to ensure all program are mainstreamed on issues of Gender, Protection from Sexual Exploitation and Abuse, Child Protection, HIV/AIDS and Accountability.

Proposals and Reports

• Support in writing proposals, reports and Logistical frameworks with fluency and accuracy in French and English under direction of the ACD-P.

• Lead on preparing Head Office monthly reports

• Assist with project proposal preparations for new and continuing programs.

• Coordinate the development and timely submission of donor reports, program reports to Dublin and other reports or updates as directed.

• Maintain and update proposal and reporting calendar, ensuring all concerned are aware of the reporting schedule and specific roles.

• Maintain updated activity matrix’s mapping GOAL activities per area camps and communities.

• Support the development of Google Earth Maps, in coordination with the IT department, to provide updates to Clusters and for Program planning.

M&E

• Support the work of the M&E Team and the monitoring and evaluation teams on data collection, presentation and analysis in order to improve, weekly, monthly and quarterly reporting.
• Translation of evaluation reports into English
• Production of English language lessons learnt documents
• Production of programme case studies and assistance with data collection activities when needed

Other

• Support the development of external communication tools.

• Ensure up-to-date, complete and accurate files are maintained for all grants

• Participate in the design and implementation of GOAL visibility strategy.

• Translate important and sensitive documented from French to English and vice versa


Qualifications Requises

Person Specifications (Requirements):
• Essential: Fluent French, Fluent English, Fluent Creole
• Minimum of three year’s work experience.
• At least two years’ experience of working with NGOs or other assistance agencies or Development programmes
• Demonstrated capability in capacity building.
• Previous experience and knowledge of mainstreaming issues preferable.
• Demonstrated skills in information management and report writing.
• Good editorial skills.
• Analytical and strategic planning skills, creative approach to problem solving.
• Excellent communication and interpersonal skills.
• Commitment to beneficiary accountability and humanitarian ethics.
• Ability to work under pressure.
• Flexibility required and ability to adapt to sudden changes of priorities.
