IntroductionFonctions
The IDB's Country Offices in Haiti, Trinidad and Tobago, and the Southern Cone Region, as well as other Bank offices that may have future vacancies, are seeking Financial Management Specialists/Sr. Specialists. The main functions of the Bank's fiduciary financial management are focused on ensuring the proper use of funds transferred to the region for development impacts and being responsible for supervising all financial management aspects of Bank operations, to ensure the effective use of those funds for all purposes intended, with due attention to considerations of economy, efficiency, and value for money. In addition, the financial management function is an integral part of the development process that supports governments to improve their Public Financial Management and Control systems and also contributes to building capacity of those systems, in order to further increase development results, improve the efficiency of all government expenditures (not just those financed by the Bank) and management of its resources (not just those of projects), and to reduce transaction costs through the use of national systems.
The Financial Management Specialist will report to the Financial Management and Procurement Division for technical matters and coaching (direct supervisor) and the Country Office Representative on day-to-day activities (matrix supervisor).
KEY FUNCTIONS
Support preparation of the country strategy by drafting the technical fiduciary note as well as its monitoring and periodic evaluation. Also, contribute to the preparation of the Country Office's annual business plan.
Participate in project teams during project design, taking the lead in identifying the fiduciary financial management arrangements related to the execution of Bank-financed projects including fiduciary risk analysis and the institutional capacity assessment of executing agencies.
Advise and identify best practices in financial management at national and international levels, providing the country with opportunities for strengthening its management and control systems. Likewise, actively participate in country diagnostics and assessments, including PEFAs, CFAAs, ROSCs, among others.
Facilitate the strengthening and use of national systems by the Bank and other donors. Support project implementation and the country's development agenda.
Provide technical and strategic advice to executing agencies, authorities and potential borrowers regarding the financial and institutional fiduciary requirements of a loan or technical cooperation agreement including the efficient use of resources and managing internal and external control functions.
Design and develop training for external clients and Bank staff.
Carry out project fiduciary supervision through financial and institutional inspections, anticipating events that could negatively influence project development objectives. Propose corrective actions to ensure the quality of the Bank's portfolio in execution in all aspects of financial management and control.

Participate and support the Bank's portfolio review process undertaken jointly with the borrowers and executing agencies.
Qualifications Requises
REQUIREMENTS
Education: Master's Degree or equivalent in Accounting and Auditing (e.g., Certified Public Accountant - CPA- ACCA Level III), Public Finance, Business Administration, or other related disciplines.
Experience: At least five years of relevant experience in the area of project financial management, public financial management and control systems such as budget, treasury, accounting and internal and external auditing. Experience in risk and results-based management and public financial information systems will be valuable. Knowledge and experience in techniques and methodologies for assessing
Public Financial Systems is also desired.
For the Haiti position, experience in emergency and disaster response planning; or in multi-tiered emergency management systems that address disaster preparedness, response, recovery and mitigation would be a plus.
Language: For all positions fluency in the country language is a must and working knowledge of at least one of the other three official languages of the Bank (English, Spanish, French, or Portuguese) is needed.
