Introduction

The consultancy aims at getting a more comprehensive ground for stakeholders to implement the Politique Nationale du Logement.
Context to the Consultancy

The CCO's goal is to increase the coherence and effectiveness of the contribution of INGOs in improving the living conditions of Haitians, paving the way to sustainable development. The CCO's objective is to become a strategic actor influencing the policy and practice of key stakeholders involved in relief, rehabilitation, and development and to support and strengthen an enabling environment for INGO activities.

On 12 January 2010 an earthquake measuring 7.0 on the Richter scale struck Haïti leaving hundreds of thousands of people dead and 1.5 million homeless in a metropolitan area where housing offer was already short 200,000 places. The worst hit areas were the capital Port au Prince, Léogâne, Petit Goâve and Jacmel. Hundreds of INGOs, church organisations and individuals flocked to Haïti to help in the relief effort and to ‘Build Back Better.’
After almost 3 years, 350 000 people are still in camps although many IDPs have benefited from return programs providing rental subsidies. The 16/6 project proposed by the government and INGO that have adopted the same methodology has helped tens of thousands of people leave the camps and resume their life in neighbourhoods.
The multiples challenges faced by the humanitarian actors in the camps and in the neighbourhoods are linked to some ground questions on Housing and reconstruction (urban planning, land tenure, property law...). In broader perspective and rights-based approach, IDPs should have access to decent housing, to basic services and also livelihoods to be able to support themselves.
The Government of Haiti has created at the End of 2011 the UCLBP: Unite de Construction des Logements et Batiments publics. This State agency under the responsibility of the Prime Minister’s office has the responsibility over housing and reconstruction. In April 2012, it issued the Politique Nationale du Logement as a frame for handling the housing and reconstruction questions globally in the country and in the affected areas.

The CCO recognizes the importance of such a strategic frame for the strategies and programs the INGOs are implementing in the Earthquake affected areas. The CCO looks forward to accompanying the strategy of the UCLBP; the CCO looks forward to issue an analysis of the Politique nationale du Logement and recommendations for its operationalization.


Fonctions

Aim and Objectives of the Consultancy

The consultancy aims at getting a more comprehensive ground for stakeholders to implement the Politique Nationale du Logement.
It will perform detailed review and analysis of the Politique Nationale du Logement and formulate recommendations for its operationalization.

Specific objectives of the consultancy will include:
• A stakeholders’ analysis will be needed to map the roles and responsibilities of each stakeholder related to housing and reconstruction, and therefore clarify the entry points for NGOs.
• Analysis of the Politique nationale du Logement with regard to the actual realizations and the initiatives already launched (Government agencies, donors, private sector, NGO…) the goal is to review the missing points, the propositions lacking coherence in regard to the implementation constraints. The analysis should also bring out strengths in design, objectives, strategic approaches as well as gaps to ensure sustainable development, affordability, housing quality and issues of social equity and justice in terms of accessibility.
• Work with the CCO Advocacy housing Working group to issue an analysis on the key priorities of the INGOs inside the Politique: social impact, cost effectiveness, inclusion of vulnerable population, affordability would be some of the priority areas for the CCO.
• Work on recommendations and how to move to the next step of implementing this policy in concrete areas; work on the operationalization of the Politique Nationale du Logement, and present these recommendations to the main stakeholders. The barriers for the implementation and the solutions for the key areas should be defined.

Assessment methodology

The consultant will work in close collaboration with the CCO Working group on Housing and reconstruction, as well as the secretariat and interested members.
-Meetings with CCO members engaged in programs on reconstruction and housing; brainstorming sessions/experiences sharing on the stakeholders, on the definition of the key priority areas to focus the detailed analysis of the Politique, and on the analysis and recommendations provided to operationalize the Politique.
-Meetings with main stakeholders: state agencies and coordination bodies (UCLBP, CIAT, Ministries...), donors, private sector
-Relate with the other initiatives: H4H, IOM 16/6 evaluation, Federation of the Red Cross... so as to use the recommendations and not overlap on the key priority areas.


Qualifications Requises

Profile of consultant

Successful consultants will be able to demonstrate the following skills and experience:
• University diploma in Urban planning, housing or strong NGO experience in Housing related programs
• Experience in NGO
• A minimum of 5 years experience implementing assessments, evaluations and lessons learned, with an emphasis on advocacy evaluation; Familiarity with different participative methodologies for evaluation
• Overseas work experience in post-disaster environments; specific Haiti experience strongly desirable.
• Knowledge of Haiti and humanitarian environment in Haiti is mandatory, as well as Haitian governance mechanisms
• Knowledge of Haiti and its development/humanitarian issues
• Proven experience in analysing public policies on housing and property in complex urban areas
• Proven analytical and problem solving abilities
• Ability to work independently and to meet deadlines
• Strong attention to detail, but equally able to plan and work in a global context
• Good interpersonal skills, along with excellent oral and written communication skills
• Written and spoken fluency in English and French (required); knowledge of Creole (strongly desired)

Roles and Responsibilities

a. CCO
• Support in providing names and contact information for key stakeholders
• Facilitate access to key stake holders and support in scheduling meetings
• Provide in-country transportation and lodging for the consultant
• Provide copies of relevant documentation
• Provide the consultant, with office space, an internet connection and, in the case of an international consultant, a mobile phone.

b. The consultant

In alignment with the overall aim and specific objectives of the consultancy, the consultant will be expected to deliver on the following outputs, all being the sole property of the CCO:
• Preparation and presentation a written assessment report (no more than 50 pages) in English OR French that addresses and reflects the following:
• Executive summary (no more than 5 pages)
• A mapping of the initiatives taken in the ZMPAP on Housing and reconstruction topics.
• A detailed analysis of the Politique Nationale du Logement
• A series of recommendations for the priorities and ways to implement the Politique nationale du Logement with short term, mid and long terms perspectives.
• Present the analysis and recommendations to the CCO and to the main stakeholders during meetings or workshops
• Include their remarks and comments before submission of the Preliminary report
• Integration of CCO and potential other stakeholders’ Comments into the Preliminary report
• Final report

• Proposed outline of strategy & methodology – including both theoretical and practical methods

• One example of a relevant previous evaluation
