Introduction

The Accessibility Program Assistant is responsible for assisting the Accessibility Program Manager (PM) in the management and the maintenance of the delivery of quality within accessibility project activities, promoting accessibility and a barrier-free inclusive society in Haiti as laid out in the Country Strategy of CBM 2011 – 2015.


Fonctions

Main Tasks

Program Development and Management

• Assist the PM in coordinating the implementation of activities related to CBM Accessibility program with national and international stakeholders.
• Liaise with the State Secretary for the Inclusion of People with Disabilities (BSEIPH) and other stakeholders relating to accessibility program areas particularly Disabled People Organisations (DPOs) and DPOs’ networks as well as school of architecture and/or engineering.
• Provide technical expertise on accessibility and universal design when needed to CBM partners and external organisations.

Capacity Building

• Assist the PM in developing new and adapting existing training material on accessibility and universal design for the Haitian context.
• Assist the PM in conducting training workshops and seminars on accessibility principles and universal design for targeted DPOs, architects, construction professionals and their students.
• Assist the PM in building a Team of Competence consisting of 8 staff members of DPOs and one Team Leader from SEIPH who will be provided with in-depth hands on training on conducting accessibility audits.
• Liaise with Handicap International and the Secretary of State for Integration of Persons with Disabilities (BSEIPH) to share learning’s and good practices via the Accessibility Platform in order to strengthen technical expertise on universal accessibility and facilitate the implementation of accessibility principles in reconstruction projects in Haiti.
• Provide timely technical support to the Program Director Advocacy and Capacity Building and its assistant in planning and delivering workshops for the benefit of various groups.

Lobby & Advocacy for Accessibility and Universal Design

• Support the PM in awareness raising activities promoting accessibility and inclusion of PWDs in Haitian society as embedded in the CRPD and the Haitian law for Integration on Persons with Disabilities ratified by the Senate March 13th, 2012.
• Assist the PM on designing, publishing and disseminating Information Education and Communication (IEC) materials promoting universal accessibility and inclusion of PwDs into the Haitian society.
• Participate in forums and conferences in line with reconstruction activities and act as a resource person on accessibility and inclusion for raising awareness among public leaders and authorities as well as among international and local development organizations in Haiti.

Implementation of accessibility criteria

• Assist the PM in providing technical expertise on accessibility and universal design to CBM partners (i.e. BSEIPH).
• Provide technical support to the selected Team of Competence on the realization of accessibility audits and the writing of audit reports setting priorities for adjustments towards improved accessibility.
• Assist the PM in building exemplary model of access through the realization of accessibility adjustments (i.e ramp construction, signage, etc…) in pre-identified sites based on the results of the accessibility audits conducted by the Team of Competence.
• Assist the PM in reviewing, advising and providing recommendations on CBM financed construction plans (architecture/site planning) following the principles of accessibility.
• Assist the PM in monitoring and supervising CBM financed construction sites in order to ensure the implementation of the principles of accessibility and universal design.

Monitoring & Evaluation

• Contribute to the implementation of M&E plans which ensure the timely follow-up of CBM Accessibility project activities.
• Assist the PM in compiling monthly, quarterly and yearly narrative and financial reports as required.


Qualifications Requises

Professional Profile and Requirement

• Background in Architecture, Civil Engineering or Urban planning.
• Technical expertise on architectural and urban design.
• Knowledge of disability and accessibility issues.
• Proven good organisational and reporting skills
• Comprehensive knowledge in the use of Microsoft Office (Word, Excel, PowerPoint) and Adobe Creative Suite (InDesign, Illustrator)
• Proven good oral and written skills
• French and Creole are mandatory; good working knowledge in English
