Introduction
The Senior Procurement Specialist, under the guidance of the COMU Director, is responsible for executing all purchases for goods and applicable services for USAID/DRC/IHP, in compliance with MSH procurement policies and procedures. S/he sources vendors, negotiates contracts, ensures prompt delivery and liaises with the accounting office to ensure that vendors are paid in a timely manner. The Senior Procurement Specialist is also responsible for maintaining MSH facilities to ensure that they are operating efficiently and in optimal condition. The Senior Procurement Specialist is cognizant of, and adheres to, MSH’s Code of Business Ethics and Procurement Integrity Standards.
Fonctions
• Ensure competent quality execution of all Grants in country procurement of goods and services including but not limited to consultant, services, and goods procurements.
• Source, select and negotiate for the best purchase packages available in terms of quality, price, terms, deliveries and service.
• Receive quotations and pro-forma invoices from vendors.
• Prepare and process purchase orders and documents in accordance with MSH policies and procedures.
• Support project staff in the development and review of specifications for required purchases.
• Manage pre-qualification and selection process for bulk purchases.
• Coordinate with suppliers to ensure on-time delivery.
• Manage the delivery of all procured goods to regional office and warehouses.
• Maintain updated purchasing data and records and pricing in the system.
• Liaise with Home Office Procurement Unit for overseas orders.
• Coordinate clearance of imported goods, including timely receipt of all tax exemptions.
• Evaluate performance of all vendors to ensure utilization of only high quality vendors.
• Prepare regular procurement status reports as required by supervisor
• Develop and maintain effective filing systems for procurement documentation.
• Schedule store visits and conduct competitor surveys.
• Other tasks as assigned by immediate supervisor.
Qualifications Requises
1. Degree in Operations, Purchasing, Business Administration or related field.
2. Four years experience in Purchasing.
3. Excellent verbal and written communication skills.
4. Experience working on a USG or donor funded project or with an NGO preferred.
5. Completed and Succeeded in MSH Procurement Procedures Training
6. Excellent interpersonal skills; demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants.
7. Ability to work independently, take initiative and ability to meet deadlines with attention to detail and quality.
8. Demonstrated computer skills in Microsoft Office Suite applications
