Introduction

The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief. SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS will: assist programs to enhance their supply chain capacity; ensure that accurate supply chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them.

OVERALL RESPONSIBILITIES
The Health Systems Strengthening Advisor (HSS Advisor) leads SCMS activities to strengthen governance in pharmaceutical management by the Ministère de la Santé Publique et de la Population (MSPP) and to support national supply chain systems. The HSS Advisor provides assistance to the Country Director (CD) in successfully managing technical, programmatic, and contractual obligations of all health system strengthening work. The HSS Advisor provides technical assistance to and collaborates with the MSPP and other partners, supporting a range of programs, primarily focused on improving supply chain management practices and strengthening logistics systems for HIV/AIDS related commodities. The HSS Advisor will play a key role in the development and implementation of strategic plans, annual work-plans, budgets, monitoring and evaluation processes and systems, and PEPFAR reporting requirements for the project. In addition, the HSS Advisor is a member of the management team responsible for coordinating all HSS work with other MSH projects in Haiti to capitalize on synergies and avoid redundancies.


Fonctions

Project Planning and Implementation
1. In coordination with the Country Director and Deputy Director, provide the overall vision and strategic direction for HSS activities, as well as ensure that HSS deliverables are achieved;
2. Identify needs and requirements for technical assistance. Develop scopes of work and work with short-term consultants to maximize impact of short-term assignments;
3. Coordinate with other MSH projects to ensure that SCMS HSS activities effectively support Haiti’s national HSS strategy; support the Country Director to ensure that all technical areas of the project are integrated and make effective use of project resources;
4. Supervise and oversee assigned Project staff and consultants to ensure high-quality and timely work;
5. Represent the SCMS Project, PFSCM and MSH at relevant technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies. Participate in various working groups, as required;
6. Assist in the recruitment, training, and supervision of personnel as needed to support technical teams within SCMS' budgetary and strategic framework;
7. Work closely with the Deputy Country Director to develop and monitor appropriate budgets to support technical activities.

Supply Chain Data for Decision Making
1. Identify current gaps in data collection and reporting instruments, sources, and flow. Suggest strategies and MIS software for strengthening data collection, interpretation and use as appropriate;
2. Lead assistance activities to the Direction de la Pharmacie, du Medicament et de la Medecine Traditionnelle (DPM/MT), of the, Ministry of Health (MOH), to establish a national commodity tracking information system.
3. Assist as required with the forecasting, quantification and preparation of procurement plans of needs for HIV/AIDS and other commodities;
4. Oversee the development and ongoing use of a project monitoring and evaluation plan, including indicators linked to results, that meets all MSH and USAID reporting requirements.


Supply Chain Human Resources Support
1. Assist the MOH in the assessment of the current human resources system for supply chain management;
2. Advise the MOH on the design of strategies, policies, procedures, standards and organizational chart for human resource system at different levels of the supply chain management;
3. Help the MOH define strategies and mechanism for workforce development through pre-service and in-service training in supply chain management;
4. Participate with MOH, other party and MSH projects in developing a supervisory curriculum and Trainer of Trainers curriculum to improve supervision and performance of the Supply Chain System.


Coordination and Oversight
1. Assist and monitor the implementation of a supply chain network as recommended by the supply chain network analysis.
2. Support the DPM and key stakeholders in national efforts to establish a single logistics system in Haiti;
3. Advocate for the implementation of warehouse design plans based on best practices and supply chain network design scenarios; support additional warehouse design analysis as needed;
4. Provide technical assistance to DPM to effectively implement recommendations.

Waste Management
1. Work with DPM and partners to establish a national reverse logistics and waste management system.
2. Participate in implementing a long-term national waste management and disposal plan for health care waste with ash storage and warehousing for segregation of waste streams, recycling, and disposal.
3. Participate in elaborating technical documents related to RFPs and other contractual requirements.


Qualifications Requises

• At least five years experience in health commodities management and/or private sector logistics, pharmacy, or international public health, with supervisory experience or equivalent leadership/management experience.
• Master’s degree in logistics management/business, pharmacy, public health or other related field.
• Experience in developing countries highly desirable with experience in HIV/AIDS and laboratory commodities is desired.
• Experience working with senior government officials.
• Ability to guide strategy development, manage implementation of projects and lead a team.
• Strong representational and interpersonal skills.
• Excellent written and verbal communication skills in English and French.
• Proficiency in common computer packages (e.g., Word, Excel) relevant to the work.
• Strong initiative and self-motivation required, with a commitment to teamwork.
• Ability to travel up to 25% of his time in-country to support technical activities.
• Experience implementing electronic management information systems is desirable.
• Experience in working with USAID-funded projects is desirable.
