Introduction

The Contracts Analyst evaluates and monitors subcontract performance to ensure compliance with contractual obligations and to determine need for changes. He/she works with Contracts Manager in the planning, execution and documentation of all subcontracts and ensures compliance with USAID and MSH procedures and regulations. He/she reports to the Contracts Manager.


Fonctions

1- Develop and implement effective subcontracts monitoring plan
2- Process subcontracts documents quality control including: scope of work, required clauses, objectively measurable outcomes, budget rationality etc.
3- Evaluate and monitor subcontracts compliance with USAID and MSH procedures and regulations
4- Ensure that all subcontracts are properly supported by adequate documents such as work plan, budget, review report, payments schedule, budget explanatory notes and institutions profile
5- Update and maintain SDSH subcontracts register
6- Assist the Contracts Manager to develop, implement and monitor tools to ensure compliance with policies, procedures and systems to improve the efficiency and effectiveness
7- Administer subcontracts, consultant agreements and purchase orders for approvals extensions, modifications and amendments, close-outs and other actions are handled promptly
8- Organize and plan review of subcontract proposals with the collaboration of technical staff and finance staff
9- Participate in contract start-up, implementation and close-outs procedures ensuring compliance with terms and conditions of the contractual agreement and USG policies and procedures
10- Produce monthly, quarterly and semi-annual reports
11- Keep harmonious and efficient relationship with subcontractors finance and technical units
12- Distribute all correspondences and deliverables received from subcontractors to appropriate staff and transmit adequate responses
13- Issue payments requests in timely manner


Qualifications Requises

1- Bachelor’s Degree in accounting or business management or equivalent
2- At least 4 years’ experience in similar position
3- Experience in implementing USAID-supported projects and knowledge of USAID regulations and procedures preferred
4- Experience in contracts management, grants management and financial/operational systems
5- Demonstrate writing and analytical skill and the ability to manage complex tasks under time deadlines
6- Capacity to work with minimal supervision
7- Knowledge with USAID cost-reimbursement, contracting principles, cost and price analysis procurement and grants regulations and principles
8- Ability to work as a member of a team in a high pressure environment
9- Experience with Excel and MS Word required
10- Fluency in English, French and Haitian Creole
