Introduction
The Senior Human Resource Specialist conducts full-cycle recruitment, tracks the status of recruitment activities and reports on a daily basis. The Senior Human Resource Specialist also coordinates orientation and employee relations. He/she is responsible for implementing and maintaining high quality systems related to HR administration, including but not limited to, employee records, employee statistics, benefits enrollment and administration, and payroll administration. S/he also is in charge of the staff development and the Great Place To Work (GPTW) MSH initiative components for MSH in Haiti.
Fonctions
Recruitment:
The Senior Human Resource Specialist is responsible for full spectrum of recruitment activities from initial job identification to initial on-boarding of new employee. Work with individual MSH hiring managers to define recruitment needs in the context of staffing plans; develop clear job descriptions and recruitment plans; and keep hiring managers and applicants informed. Identify top talent for MSH Haiti vacancies. Ensure that new positions have been approved and funded, and that appropriate selection criteria have been established prior to advertising. Announce vacancies internally and/or externally, and manage the full cycle recruitment process ensuring compliance with MSH recruitment practices. Coordinate and conduct orientation program. Coordinate with concerned units to arrange orientation to new staff. Prepare biweekly recruitment tracking tables and send to HR Manager, COMU Director and all Project Directors
Other HR Functions:
• Strengthen, maintain and protect employee records – both hard copy and electronic. Ensure that employee salary and other employee information is kept confidential at all times. Avail personnel files and other documents for authorized project staff.
• Enroll staff in MSH benefits programs. Monitor health plan usage and provide quarterly report. Approve medical reimbursement requests after making sure the necessary documents have been submitted and claims are in line with MSH medical plan.
• Administer leaves. Ensure they are utilized according to prevailing MSH and local laws. Make sure leave status reports submitted by regional offices are accurate and updated in the leave records maintained timely. Communicate leave balances to supervisor on a monthly basis and to employees on a quarterly basis.
• Ensure all payroll actions have been justified and approved. Liaise with finance unit and regional operation managers in communicating payroll actions and disseminating pertinent information on HR and related issues.
• Ensure that staff development and the GPTW (Great Place To Work) MSH initiative components are tangible for MSH in Haiti.
• Manage separation process and ensure that employees are properly cleared before final payment is made.
• Make sure staff leaving MSH for different reasons fill exit interview form and properly keep exit interview forms and prepare reports for appropriate action on a monthly basis.
• Provide timely responses to ad hoc requests.
• Provide friendly customer service to employees seeking services and/or information.
• Assign workload to HR Assistant for recruitment coordination and support.
• Mentor and supervise HR Assistant.
• Other duties as assigned.
Qualifications Requises
1. Bachelor’s degree in Human Resource Management, Business Management or related field with at least 4-6 years of experience in human resource.
2. Computer skills in database management, spreadsheet, Microsoft word, Microsoft excel and power point.
3. Excellent interpersonal skills and ability to interact with culturally and linguistically diverse staff and clients.
4. Demonstrated knowledge of the Haitian Labor Law
5. Demonstrated ability to gain the trust and confidence of colleagues and handle confidential matters discreetly and have experience in conflict handling
6. Excellent oral and written communication skills in Creole, French, and English
