Introduction

To represent Purchasing/Procurement Section of CRS/HT Program. Ensure the integrity and transparency of the purchasing process. Ensure that the CRS, USAID, other Donor’s purchasing policies and procedures are correctly applied to all purchases.


Fonctions

1- Ensure that all purchases made thru the Procurement section are in accordance with CRS, USG and other Donor’s purchasing requirements
2- Ensure that all purchases are agile, accurate and transparent in accordance with CRS’ policies, USAID’s and other donor requirements;
3- To maintain records in a good , secure and systematic filing system in support of all order/transaction in the Purchasing Section ;
4- Enter all request in Purchasing database as well as information on progress of all orders.
5- Confirm that before any purchase are to be made, all procedures/policies are complied including all necessary approval as appropriate to ensure that the funds are available on the budget line.
6- Remain proactive in the continuous search for competent, reputable and reliable suppliers and to maintain the approved supplier list, updated for use when purchasing requests are made.
7- To assist Purchasing Coordinator and Procurement Manager in the execution of its functions.

8- To assist in general Purchasing Officer and Procurement Manager in the collection of the invoices and their payment within the time limits.

9- Follow-up of the PRF, of the accounts payable, to take care of the application of the clauses and to ensure their execution in time.

10- To provide an administrative support specific to the files of the section.


Major Responsibilities of Position:

1. Collect all the purchase invoices, prepare the claims for payment “RFD”, recording and coordinate with Finance department
2. Compose letters for the administrative follow-ups
3. Receive the PRF, process for purchasing all in accordance with existing policy
4. To assist Purchasing Officer in the execution of its functions.
5. To carry out any other task considered to be necessary within the department.


Qualifications Requises

• Bachelor degree holder in BusinessPreferably must have at least had two (2) years of experience minimum in a similar position;

• Knowledge of the Microsoft software (i.e. Word, Excel, etc)

• Able to write, speak French, English;

• To be able to take initiatives, to have good organizational capacities and to be able to function with little supervision.
