Introduction

The Redevelopment Project Manager for housing reconstruction, retrofit and infrastructures, hereafter referred to as “RPM”, will work to develop projects such as construction and retrofit of houses as well as construction and retrofit of schools, community centers and clinics. For large-scale projects, the RPM will act as a point of contact between the outside contractors and/or partners of J/P HRO. The RPM may also take the lead in community engagement activities.

Responsibilities:

This position description is a guide and not a complete description of tasks and responsibilities; the employee’s position may be changed, modified, altered, or clarified. Responsibilities are expected to include:

1. Prior to start of all projects, the RPM will procure and assemble the essential prerequisites for starting a construction project, including signed contract, completed plans, approved budget, etc.
2. Coordinate and manage the selection of beneficiaries and the technical assessments in the field with Redevelopment assessment officers, validation officers and the community.
3. Coordinate and manage the Redevelopment quality control/assessment officers.
4. Managing and update the record and the archive of the work completed in the field, the payments to partners, and any other financial aspect related to the projects.
5. Inform Redevelopment Program Manager of progress and status of the projects.
6. Coordinate between trades between Owner (J/P HRO) and General Contractor and bid documents preparation.
7. Prioritize such that multiple tasks on multiple projects are performed simultaneously, and in conformance with quality, cost, and timeline.
8. Deliver projects ahead of or on-schedule and on budget.
9. Help to develop and manage communications with outside contacts.
10. Assist in seeking synergies between projects


Qualifications Requises

- Bachelor in civil/structural engineering or architecture. Master is an asset.
- Minimum one (1) year of experience designing and implementing projects in developing countries, preferably Haiti.
- Private sector experience highly desired.
- Experience in managing teams.
- Practical construction experience.
- Interest and experience in culturally-appropriate and locally-appropriate materials, techniques, and technologies.
- Mastery of the following applications:
o MS Office or OpenOffice, especially Excel
o AutoCAD
- Languages: mastery of French and Creole, good level of English;
- Demonstrated acute attention to detail within its larger “big-picture” context
- Ability to communicate and report efficiently
- Ability to prioritize tasks and manage several projects
