Following the earthquake, J/P Haitian Relief Organization (J/P HRO) was created to respond to the emergency needs of the people of Haiti. Today, J/P HRO works to support the residents in the IDP camps we manage and their surrounding neighborhoods transition from IDP life to durable, sustainable and prosperous communities.
At the heart of this effort is the Integrated Community Development Program. This program is J/P HRO’s primary development-focused engagement with the community. The Integrated Community Development Program Manager is responsible for the overall coordination, management and development of an integrated set of program activities all directed towards empowering the people in our programming areas to create a better life for themselves, their families, their community and the country as a whole; as well as the Management of the Project Managers directly in charge of these departments. Though the program remains flexible and open to new initiatives in the future, currently the three main areas of emphasis include:
1) Education - The management of Ecole de l’Espoir which provides primary education to almost 450 children from the Pétion-Ville Club camp and the neighborhood area; supporting a ‘micro-school district’ of 30 schools in the Delmas 32 area implement educational improvements;
2) Community - The operation of two community centers where activities such as literacy and numeracy classes, youth leadership training, arts and crafts, cultural activities and sports as well as other community services; these activities are provided and operated primarily by Haitian volunteers;
3) Livelihoods – The implementation of projects and initiatives aiming to ameliorate the socioeconomic barriers of vulnerable beneficiaries; development and implementation of educational programming (business management training, mentorship, and vocational training) and establishing of links to the job market and microfinance initiatives.
The Program Manager develops the department’s strategy with the Director of Programs and operationalizes it on a daily basis through the management of his/her team in the field. S/he is responsible for generating the grant proposals necessary to realize program goals, managing the budget allocated to the department as well as directing its structure and staffing.
Fonctions
Program Management and Development
• Undertake planning and strategy development and ensure that current and potential needs of beneficiaries in the programmatic plan are met
• Set program objectives and targets and guide staff towards programmatic achievement
• Support advocacy and resource mobilization for the program, notably by contributing in proposal development efforts
• Oversee all aspects of the program, and be responsible for the quality of program delivery and outputs ensuring that J/P HRO is delivering an integrated and unified program
• Ensure an effective M&E system is in place and in use for all activities and projects of the program and oversee continual improvement in assessment and communication of impact
• Coordinate all aspects of programming with other J/P HRO programs and initiatives as appropriate
• Establish and develop links with government and NGOs in the fields of community service, income generation/economic empowerment and education
• Report to the Director of Programs about activity progress, issues, risks and constraints on a weekly basis
• Lead weekly program management meeting.
Operational and Financial Oversight
• Supervise operational aspects of the program and ensure that J/P HRO protocols and procedures are applied and respected.
• Ensure proper maintenance of procurement consistent with Donors and J/P HRO policies and guidelines.
• Monitor all program financial expenditures and prepare a consolidated monthly budget forecast for the program.
• Ensure that cash management practices and recordkeeping are in accordance with donor and J/P HRO regulations.
• Contribute to the timely preparation and submission of reports (narrative and financial) to donors.
Personnel Management
• Ensure effective selection, orientation and supervision of international and national staff
• Ensure that staff is properly trained on duties and expectations
• Ensure personnel files are current and policies are understood and properly followed
• Conduct performance assessments, build the capacity of the teams through training and on-the-job coaching and provide feedback regularly and appropriately.
Qualifications Requises
• Minimum of 7 years of experience of which 5 years in program management (essential) Experience in community, livelihoods and education activities management (essential)
• Team management experience (essential)
• Capacity to work at a senior level with host government, academic institutions, international and local NGOs (essential)
• Excellent verbal and written communication skills Fluency in Creole and/or French (required) and English (Essential)
• Experience in managing multi-cultural and multi-site program
• Experience in the implementation of participatory approaches and community driven development (essential)
• Budget development and monitoring experience (strongly desirable)
• Demonstrated skills in donor proposal development, implementation, and project monitoring and evaluation
• Experience with financial management within NGOs
• Master’s degree in International development, Administration, Public Policy or a related field (strongly desirable)
• Work experience in developing countries (strongly desirable)
• Familiarity with the Haitian context (desirable)
