Introduction

The Senior Logistics Manager will lead the logistics efforts of JP/HRO with the highest integrity, including fleet management, assets management, warehousing, Procurement, In Kind Donation; He/She will provide overall support to the Organization through the establishment and implementation of logistics procedures in line with organizational requirements. The Senior Logistics Manager will have overall responsibility for all aspects of JP/HRO Logistics, which include managing the execution, direction, and coordination of all Logistics Departments.


Fonctions





• Support and Manage the Logistics staff to insure effective and appropriate supports to all Departments and in line with good organizational practice.



• Be held accountable for overall service levels in the logistics Department



• Ensure the understanding and enforcement of JP/HRO operating policies and procedures.



• Ensure all related business functions are in compliance with JP/HRO standards, policies and procedures.



• Ensure speedy import of supplies through Haitian customs



• Support processing customs declarations and liaise with relevant representatives of Government of Haiti, ministry and other authorities.



• Support timely follow up on materials deliveries and customs and excise tax reimbursement, franchise and other Government of Haiti requirements.



• Ensure compliance with the Haitian government regarding tax-free import procedures for humanitarian activities



• Support to maintaining efficient JP/HRO logistics support systems to all sites and operational activities.



• Facilitate effective working relationships between finance, programs, and procurement, especially as it relates to the purchasing cycle;



• Review and improve policies and activities related to fleet management (material transport; people transport)



• Assist in the development, implementation and maintenance of an efficient and effective vehicle management system database; ensure that data is input regularly and that required reports are produced in an efficient and timely manner;



• Ensure appropriate stock management systems are in place and are adhered to by all staff involved in stock management



• Ensure all staff is aware of JP/HRO’s internal procedures for stock management and control and these controls are adhered to.



• Ensure that all staff adheres to the asset management controls in place for the purchasing, reception and movement of assets.



• Ensure that all standards and exercises for assets accountability and records are in place, and are sufficient.



• Ensure that all donations in kind are following the stock management documentation process and recorded along with full valuation.



• Liaise with programs to produce reports on the use and distribution of Donation In Kind stocks respecting JP/HRO standards.




Qualifications Requises

• Minimum 10 years of relevant professional experience managing large logistics preferably for international organizations with diverse staff.
• Prior experience developing logistics work plans and advising on movement.
• Must have proven track record handling delicate logistic matters in a professional manner
• Relevant University degree required, higher level training and education in relevant field preferred.
• Excellent organizational and communication skills.
• Excellent knowledge of the English language—written, spoken, read—fluency preferred.
• Strong negotiating skills
• Demonstrated rational and logical thinking; ability to creatively and quickly find solutions to problems;
• Proven ability to manage personnel, delegate and follow-up; must be able to “multi-task”
