Introduction

OVERVIEW: USAID is supporting the Ministry of Public Health and Population (MSPP) to develop a national policy on referral networks, accelerate and broaden the establishment of referral networks in USG priority areas, and ensure the continuity of the implementation of referral networks over the next three years. Under the lead of the MSPP, USAID has adopted the reinforcement and expansion of referral networks as a key aspect of the provision of health services. These referral networks are based on the concept of a local basic unit, called UCS (“Unité Communale de Santé” - Health Communal Unit; known now as the Unite d’Arondissement de Sante – Health District Unit, or UAS), that the government has been attempting to promote over the last 15 years in order to decentralize the health system. Under another USAID project, three of these referral networks have been initiated and strengthened.

LMG/Haiti will support the MSPP to initiate and/or strengthen nine additional networks, in order to reach a total of 12 functional referral networks supported by USAID. The areas of these health referral networks supported through LMG/Haiti are: Cap Haitien, Fort Liberté, Caracol/Trou du Nord/Sainte Suzanne, Terrier Rouge, Cité Soleil, St. Marc, Croix-des-Bouquets, area around HUEH, and Milot. These networks are in the USG Corridors (Port-au-Prince Corridor, Saint Marc Corridor, and Cap Haitien Corridor). LMG/Haiti seeks four Capacity Building Advisors, one for each corridor, with two in the Port-au-Prince Corridor.


OVERALL RESPONSIBILITIES: We are seeking a highly motivated Haitian national with outstanding academic credentials and a strong record of leadership and analytical capabilities to work as a Capacity Building Advisor within the Capacity Building Unit for Referral Networks.

The Capacity Building Advisor will support the MSPP to reinforce more functional referral networks within the corridor to which they are assigned (Cap Haitien, Port-au-Prince, or St. Marc). He/she will serve as a technical expert in the area of institutional capacity building and will work closely with the Capacity Building Unit Leader and the rest of the LMG/Haiti team to develop cutting edge capacity building practices, ensure their integration in the project’s overall strategy, and provide technical assistance on institutional capacity building to the MSPP. He/she will also be responsible for ensuring that project results within the assigned corridor are reported upon and communicated in line with project guidelines.

The person identified must have the ability and flexibility to work in an unconventional environment in which tasks are continually being requested and goals and deadlines re-assessed. The person will have emotional intelligence and personal maturity, flexibility—both cultural and professional—and a passion for making a positive contribution to Haiti’s health system. The role will require well-developed planning, anticipation, implementation, and project management skills, combined with a practical roll-up-your-sleeves, ‘can do’ approach. Good relationship skills are essential. The position will be based in Port-au-Prince or one of the Development Corridors with travel to other departments as required.


Fonctions

1. Provide technical input on LMG/Haiti’s capacity building activities for the implementation of the referral networks in the corridors covered by the project, as well as ensure consistency and facilitate the sharing of best practices within and between the three corridors.
2. Contribute to the design of strategies for implementing institutional capacity development across multiple clients, utilizing existing resources, according to client’s greatest needs, with awareness of cultural and political sensitivities, and according to donor expectations and timeframes.
3. Implement and support training and capacity-building for health service providers and MSPP staff at the department and UAS level to manage and implement successful health programs, in collaboration with the Capacity Building Unit Leader, fellow Capacity Building Advisors for each corridor, and MSPP staff.
4. Participate in the design, development, and implementation of project workplans and budgets, monitoring and evaluation strategies, and systems to effectively capture and communicate project results in capacity development.
5. Contribute to the development and documentation of effective tools and approaches for capacity building in response to client needs, and assist in the maintenance of an inventory of successful strategies and approaches.
6. Document and share lessons learned in the area of capacity building in the format of project reports, publications, and presentations at all levels.
7. Participate in related meetings/conferences/workshops.
8. Contribute to an environment of collaboration and teamwork within the Capacity Building Unit and larger LMG/Haiti project.
9. Demonstrate flexibility and adaptability in an environment of changing requirements, goals, and deadlines.


Qualifications Requises

1. Master’s degree, or equivalent experience, in Public Health, Business Administration, Finance, or related field.
2. Fluency in French required and Creole desirable; additional fluency in English preferred.
3. Minimum 4 years of prior work experience including at least 2 years in the development arena, ideally in Haiti.
4. Well-developed planning, implementation, and project management skills.
5. Demonstrated team orientation as well as highly self-sufficient and self-motivated.
6. Experience building and maintaining partnerships, particularly interacting productively, proactively, and comfortably with varied groups and organizations.
7. Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation, and facilitation.
8. Adaptable multi-tasker who is flexible and capable of working under pressure and tight deadlines with demonstrated ability to prioritize across multiple priorities and relationships.
9. Ability to absorb and synthesize a broad range of information quickly.
10. Willingness to work extra hours as needed.
11. Willingness to travel within Haiti.
