The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, we assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. The project presently has field offices in sixteen countries that provide significant technical assistance to supply chain organizations in strengthening their capacity to manage national supply chains for medicines and laboratory equipment and consumables essential to strengthening public health systems. Effective management of medical and pharmaceutical wastes is a key priority within the SCMS project and is likewise central to successful public health systems.
OVERALL RESPONSIBILITIES:
Under the overall guidance and direct supervision of the Country Director, the Waste Management Specialist will work closely with the Haitian Ministry of Health (MOH) to support the development of a National Waste Management System to be implemented by all health care facilities in the country. Through technical assistance and ongoing support to the MOH, the Waste Management Specialist will play a central role in the development, review, and implementation of national policies, training manuals and strategies for waste management. S/he will also work with the MOH to design and conduct health facility assessments to identify waste management challenges and implement solutions that will improve safety and safeguard the environmental. The Waste Management Specialist will seek to build the waste management and oversight capacity of the MOH. S/he will also mobilize, support, and identify areas of collaboration between the MOH and key implementing partners in order to strengthen waste managementpractices and support development of the National Waste Management System.
Fonctions
• Provide support to the MOH to establish national pharmaceutical waste management system. This includes developing policies, guidelines, manuals and standard operating procedures for safe management of pharmaceutical waste.
• Oversee the installation and operation of the medical and pharmaceutical incinerators at locations agreed upon in collaboration with the Ministry of Health.
• Organize regular training and mentoring of identified officials at selected hospitals on the proper operation and management of these incinerators.
• Support the MOH to implement and monitor sound health-care waste management systems, support capacity building, and ensure worker and community safety.
• In collaboration, with the MOH design programs to raise awareness of the risks related to health-care waste, and of safe and sound practices of waste management.
• Support the MOH in selecting safe and environmentally-friendly waste management options that protect people from hazards when collecting, handling, storing, transporting, treating or disposing of waste.
• Support the MOH to advocate and lobby for resources from donors, partners and other external funders to finance the management of waste associated with their interventions.
• Support the MOH and selected health facilities to develop innovative solutions that will reduce the volume and toxicity of the medical waste that are associated with their products.
• Ensure that key private sector actors and NGOs take responsibility for the sound management of health-care waste associated with the products and services they provide, including the design of products and packaging.
• Liaise with other health-focused programs in Haiti as appropriate to ensure their strategies take into account health-care waste management.
• Perform other duties as assigned.
Qualifications Requises
• University degree in Environmental Health, Pharmacy, or Public Health; Masters Degree in Public Health/Environmental Health/Pharmacy or another relevant field is an asset.
• Additional qualification or certification in Waste Management is an asset
• At least 5 years’ experience in Safe Health Care Waste Management.
• Experience in designing and implementing medical and/or pharmaceutical waste management systems.
• Experience developing policies, manuals, and strategies for the management of pharmaceutical and medical wastes.
• Ability to work collaboratively with national counterparts and build partnerships with pier organizations, donors, and clients.
• Excellent understanding of the principles and strategies that underlie Safe Health Care Waste Management
• Experience designing and carrying out assessments of waste management practices.
• Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds.
• Self-driven with a high sense of quality, accuracy, efficiency and is able to meet tight deadlines.
• Fluency in oral and written English and French, creole is an asset.
• Strong computer skills, including sound knowledge of Windows and Microsoft Office applications including; Outlook, Word, Excel and Power Point.
• Experience in working with US government funded projects an advantage.
• Ability to travel within Haiti and internationally, if needed.
