HelpAge International had been operational in Haiti since 2009. Following the earthquake, HelpAge launched a substantial emergency response (budget £3.5m) involving relief goods and health, livelihoods and protection support for older people and their dependents. The programme is now in transition to a longer term recovery and development programme with a focus on risk reduction, Health and protection.
In line with the government and International commitment of relocating all the people affected by the Earthquake and are still living in Camps, HelpAge will implement an ECHO funded resettlement project in the Croix de Bouquet, Delmas and Tabarre, communes. The project will involve the issuance and monitoring of grants for resettlement, Education and Income Generation Activities.
Fonctions
Job Purpose: Oversee all aspects of project implementation, liaison, meeting and coordination with key stakeholders and support field staff. Produce timely reports and ensure that a plan of work is established and deadlines respected to meet overall project objectives. Maintain accurate records of all beneficiary data.
Job Content/ Key Tasks:
A. Leading project implementation and representing HelpAge as the Focal Point for the ECHO funded project “Resettlement of vulnerable people living in IDP camps”. Including, but not limited to:
• Ensure that the project Implementation plan is delivered timely and effectively
• Liaise with camp authorities, mayor’s office and existing Older People`s Associations both in the camps and communes to facilitate a proper and legal procedure of resettlement.
• Define a beneficiary selection criteria based on the different types of vulnerabilities faced by older people living with children in camps.
• Prepare all forms and didactic materials (both French and Creole) needed to implement a smooth transition from the camps to rented houses.
• Work with resettlement case workers to select the beneficiaries. The post holder will also help beneficiaries to make informed decisions in the selection process, ensuring that the financial and social implications of each potential house choice are explained sensitively to residents.
• Lead on the distribution of Resettlement, Education and Income Generating Activities (IGA) grants to the beneficiaries.
• Conduct regular reviews of support plans and establish an exit strategy as agreed with the beneficiaries.
• Lead on all kinds of training that the project will be involved in, including Income Generating Activities.
• Organize regular meetings with the field staff to plan activities and ensure appropriate support is given to them to carry these out
• Ensure that that all security and protection measures for the selected beneficiaries are in place before and after resettling within the given lifespan of the project.
B. Monitoring and evaluation, and Learning
• Develop an effective monitoring system that ensures all necessary information and data is captured and analyzed throughout the project cycle to inform both successful implementation and reporting. Provide extensive management, support and capacity building of project staff to enable them to carry out monitoring and use monitoring tools effectively.
• Undertake monitoring visits to locations covered by the project and provide feedback to the Country Director.
C. Liaison and Coordination
• Facilitate effective coordination and joint planning between all stakeholders (including IOM and UCLBP) towards achieving the objective of project.
• Establish relationships with key stakeholders at district, sub-district and national levels in order to facilitate the project implementation and information exchange. National level engagement should be planned in consultation with the Country Director.
• Support Project staff and partners in strengthening liaison and coordination at commune level.
• Participate in coordination meetings to strengthen collaboration between different actors at local and national level.
• Support and enable a learning approach, in which experience gained in the project is documented and shared within the HelpAge network and with other relevant actors, and vice versa.
• Plan for and accompany visiting staff from ECHO, HelpAge and other stakeholders to the field
D) Budget Management
• Responsible for routine analysis of the project budget including quarterly and monthly financial target settings and reviewing spends with HelpAge’s Finance Manager.
• Work with the Finance manager to carry out any necessary budget adjustments/realignments in accordance with Donor and HelpAge policy.
E) Donor reporting
• Responsible for the preparation of monthly, interim and final narrative reports regarding the project.
• Provide proactive updates to the Country Director on project progress/proposed changes.
• Contribution to the preparation of financial reports to the donor.
F) Capacity building, Security and Accountability
• Facilitate in-house training for Haiti programme staff and partners to strengthen knowledge on Resettlement Programmes for Older people
• Ensure that all accountability measures are in place and set up a complaints mechanism with the beneficiaries.
• Ensure appropriate security processes are adhered
Qualifications Requises
The post holder will require the following competencies, skills and experience
Essential
• University degree in the field of human sciences;
• At least three years of experience working in urban resettlement programmes, including the planning, supervision, implementation and evaluation of community-based programme interventions on Livelihoods and/or education grants
• Substantial experience of project management in challenging contexts, including resource, financial and information management.
• Proven experience of donor reporting and donor budget management; experience with ECHO guidelines and procedures will be an advantage.
• Direct experience of project appraisal, assessment, monitoring and evaluation methodologies
• Fluent written and spoken French and English and the ability to write clearly for a wide range of audiences
• Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range of people and organisations (including government) at all levels with tact, diplomacy and sensitivity to cultural differences
• Strong team-building and capacity building skills.
Proven knowledge of data processing.
• Numeracy and ability to prepare and monitor budgets and accounts
• Ability to work to agreed deadlines
• Ability to think analytically and plan strategically.
