Introduction

Position: Project Manager for University Financing Model in Haiti
Location: Port-au-Prince, Haiti
Background: The Haitian Education & Leadership Program (HELP: www.uhelp.net) seeks a Project Manager (“The Manager”) for execution of the project: “Building a Sustainable Human Capital Model to Facilitate Access to Higher Education in Haiti” or “KOREM (Kontribisyon Regilye pou Edikasyon Miltiplye).
The project aims to create a financial mechanism that provides access to higher education and the professional job market for qualified low-income students in Haiti, using monetary contributions of program graduates, based on a percentage of graduates’ income. Please see “KOREM One-Pager” for more details. The project includes the following components:
(i) Design and implementation of a sustainable financial mechanism;
(ii) Strengthening HELP’s student services, alumni network and job placement system;
(iii)Marketing and targeting key stakeholders; and
(iv)Increasing knowledge and dissemination of the initiative.

Specific Objectives of this position
1. Ensure that the project activities are conducted on schedule and on budget. :
2. Ensure that the donors, investors, and project partners are informed of the project’s progress.
Specific Activities
a) Coordinating with HELP departments (Director, Advising, Career Services, Alumni Affairs, etc.) on program implementation. : The Manager is based at the HELP Center in Port-au-Prince with the following responsibilities:
b) Coordinating and collaborating with Inter-American Development Bank (IADB), consultants, and beneficiaries to guarantee fluid communication regarding implementation.
c) Monitoring established performance indicators;
d) Project record-keeping & financial reports;
e) Preparing and presenting:
i. The Annual Operational Plan with description of activities;
ii. Periodic advance reports, including conclusions and recommendations;
iii. Applications for disbursement of funds;
f) Establishing and maintaining permanent contact with appropriate government and university contacts, local business groups and associations, and other participants in the Project;
g) Supervising the performance of the Project Assistant and consultants contracted with Project resources.
h) Collaborating with the Bank on the final assessment of the Project.
Supervision: The Manager will work under the direct supervision of the HELP Country Director and in close coordination with the HELP Executive Director


Qualifications Requises

Qualifications
a) Citizen of a member country of the IADB. :
b) Senior Manager with bachelor ‘degree and at least 10 years relevant experience OR Advanced degree in relevant field and at least 7 years experience. Experience in budget development, supervision and monitoring (income/expense/disbursement);
c) Experience managing staff
d) Excellent communication skills in English and at least one of the following: French, Haitian Creole
e) Experience with Haiti higher education system is an asset
