OVERVIEW: LMG/Haiti will work together with USAID and the World Bank, who are undertaking a joint project with the Ministry of Public Health and Population (MSPP) to establish a contracting function in the MSPP to contract for essential health services. As part of USAID Forward, a USAID strategy to promote country ownership, and the World Bank’s policies in this regard, improvement of donor coordination, increased visibility of the MSPP over funds directed to the health sector, and increased efficiency of funding are all principles underlying this initiative. LMG/Haiti will also establish functioning referral networks in 12 district health units in the USG Development Corridors. The overarching goal of this project is to catalyze rapid improvements in health outcomes and accelerate access to quality health services through health systems strengthening (HSS) approaches that increase the Government of Haiti’s ability to manage its funding sources and that link the Haitian population to functional referral networks.
OVERALL RESPONSIBILITIES: The Senior Technical Advisor is responsible for coordinating and managing all technical assistance to the Haitian Ministry of Public Health and Population (MSPP) under the Leadership, Management and Governance Project (LMG) in Haiti and serves as the technical lead on selected program activities. S/he will develop a vision and plan for technical development and advancement, quality assurance, and performance management to ensure responsiveness to the needs of the Ministry. The Senior Technical Advisor reports to the Country Project Director and works closely with the assigned Cambridge, MA-based Country Portfolio Director, other LMG and MSH home office technical and operational staff, and other MSH and USAID projects in the country to ensure that MSH/CLM/LMG plans and activities effectively achieve the LMG/Haiti Project objective support the creation and functioning of a Contracting Unit within the MSPP with the capacity to manage all sources of funding (including USG’s) and to contract for health services. The Country Project Director will directly oversee the other project objectives.
Fonctions
1. Participate in and facilitate strategic discussions and work with MSPP senior leaders on healthcare system organization and development, with particular focus on contracting/ performance-based financing.
2. Once the Unité de Contractualisation (UC) is created, develop and oversee a thorough needs assessment.
3. Develop, adapt, implement, and oversee the technical assistance (TA), capacity building, and leadership development plan for the MSPP, specifically to the Direction de l’Administration et du Budget (DAB), Direction des Ressources Humaines (DRH), the Unité de Planification et d’Evaluation (UPE), the Direction de l’Organisation des Services de Santé (DOSS), the Unité Juridique (UJ) and the Unité d’Appui à la Décentralisation Sanitaire (UADS), to design and put into action a performance-based financing system to pay for health services within service networks at the departmental level.
4. Implement, oversee, and monitor the achievement of the following results: (1) transparent, efficient and sustainable platform to contract and measure performance of, manage, and coordinate essential health services developed using GoH systems; (2) essential regulatory and managerial functions of the MSPP in support of the contracting/PBF scheme reinforced; and (3) mechanisms to harmonize and formalize donor contributions to contracting initiative developed and implemented
5. Supervise the work of long-, medium-, and short-term local and international consultants as well as MSH technical assistance to the MSPP.
6. Develop all Scopes of Work and oversee and monitor quality of implementation.
7. Provide direct technical assistance to the MSPP in performance-based/results-based financing and strategic planning.
8. Support the MSPP in the development and implementation of mechanisms used to harmonize and formalize donor contributions to this contracting initiative, such as memoranda of understanding, sector-wide approaches, trust funds, and specific to USAID, a Fixed Amount Reimbursement Agreement.
9. Review and edit all MSPP technical assistance, capacity building, and training reports and documents in French and English for submission to MSH Cambridge, USAID, the MSPP, the Government of Haiti, and other stakeholders as necessary.
10. Other tasks as required.
Qualifications Requises
1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required.
2. Ten or more years of experience in managing relevant large-scale international, donor-funded health and development programs.
3. Experience with public health programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank, preferred.
4. Significant experience providing technical assistance in the areas of management and leadership, contracts and grants, and health systems.
5. Significant experience working effectively with Ministry of Health, multinational, and NGO personnel.
6. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
7. Demonstrated ability to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
8. Proven record of aligning diverse, multi-level teams with project mission and vision.
9. Track record of, and strong commitment to, transparency and collaboration, as demonstrated by sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
10. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, Collaborating Agencies, and donor organizations.
11. Experience with monitoring and evaluation of program performance.
12. Excellent interpersonal communication skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
13. Experience managing and supervising technical staff.
14. Relevant global experience and previous experience in public health work in Haiti is beneficial.
15. Excellent language capability (written and spoken) in French (4 level) and English (4 level).
