Introduction
Overall purpose of the job
To review and assess current mechanical assets and the maintenance systems for these vehicles and spare parts management.
To propose recommendations for ensuring optimum management of mechanical assets and to implement the recommendations.
To maintain and repair mechanical assets and spares within projects as required.
To conduct training, assessment and monitoring of all staff utilising mechanical assets in order to build a local capacity and ensure optimum use and maintenance of mechanical assets.
Principal responsibilities
Technical
Conduct and supervise the garage for mechanical assets within HELP projects and other NGO
Conduct, monitor and supervise mechanical inspections, servicing and repairs of all mechanical assets within projects.
Advise the Logistics Manager on how maximum productivity and optimum maintenance can be achieved from the mechanical assets within the project and ensure this is achieved as far as is practicable.
Work with the Logistics Manager to develop appropriate SOPs within Logistics SOPs and ensure mechanical assets are appropriately maintained when required.
Develop maintenance schedules in keeping with operational requirements and ensure/oversee their implementation.
Assist and advise with the development of new mechanical resources as requested by the Logistic Manager
To assist and support the Logistics Manager in developing draft country programme strategy, plans, proposals and budgets with regards to mechanical assets and spares in line with mission and mandate.
Management of consumables and spare parts for the mechanical assets held within the programme.
Capacity building and HR
Assist the Logistics Manager and Base Managers with the design, development, delivery and evaluation of appropriate training programmes for the use of mechanical assets.
Provide training to the national staff and briefing to the new driver and user of the engines.
Provide the day-to-day training and development of national staff in the use and maintenance of mechanical assets.
Assist the Logistics Manager with the recruitment of national staff as regards mechanical assets.
Motivate and develop the mechanical team to perform to a high standard.
Build and maintain good working relationships with all national staff to maximise capacity building objectives.
Communication and Reporting
Ensure that the SMT is fully briefed on all technical and operational issues and any technical difficulties arising regarding mechanical assets
Submit accurate reports as directed by the Logistic Manager, and produce other technical reports and documents as and when required. The first report will include a thorough assessment of all mechanical assets, maintenance and procurement systems in place and recommendations for ensuring optimum management of mechanical assets.
Ensure good understanding of all aspects of the programme/project. Ensure staffs are made aware of wider programme issues, developments and achievements.
As required by the Logistic Manager contribute to investigations and reports into all incidents/accidents where mechanical assets are concerned.
When required, to contribute to internal discussion and planning designed to improve performance, results and impact in humanitarian action.
As required by the Logistics Manager, liaise with and represent to donors, implementing partners, local officials and other agencies to further ’s aims and ensure operational efficiency.
