Digicel Foundation Haiti

Within this vein, the Digicel Haiti Foundation was established in March 2007 with the primary objective of supporting and improving the communities in which our employees live and work, and where we do business. We strive to ensure that communities are healthy, primarily through the support of community based driven activities. Ideally, these activities should embrace social, cultural and particularly educational objectives.
Digicel has taken steps toward building a legacy of commitment to improving the quality of life in Digicel communities and is positioning itself as an influential source of positive community change and enhancement. It is projected that out of these steps will emerge, strengths and competencies that reflect community aspirations, while being consistent with Digicel values.
Context and Background

In the last 5 years, the Digicel Foundation Haiti has made many advances in school construction, launching the most ambitious initiative of its kind to increase access to quality school facilities. 70 new schools, each which comes with 6 fully furnished classrooms along with a director’s office and latrines, were built throughout Haiti. As a result, more than 24,000 children and generations to come will enjoy these quality facilities in their community. Continuing its success, the Digicel Foundation has committed to build an additional 80 schools by 2014, totaling 150.

In addition to providing quality infrastructure, the Digicel Foundation also supports teacher training. A 3-year teacher training program was initiated in its first generation of 20 schools. 220 teachers and administrators benefitted from the program and learned new skills in management, teaching methods, psycho-social development, lesson plan development and subject matters. Seeing the impact of the program and the improvement of student achievement by 42%, the Digicel Foundation is continuing its efforts in teacher training with 600 new teachers.


Fonctions

Main purpose of the role

To coordinate and oversee the monitoring and evaluation component of the Digicel Foundation Teacher Training Initiative supporting the delivery of services to teacher trainers and teachers.

Building a strong evidence base, the incumbent will:

Work alongside key programming staff to implement the M&E plan ensuring that evidence is collected, analyzed and used systematically within program design, implementation and review and shared widely with key stakeholders.

Ensure that trainers and teachers have the tools and skills to effectively incorporate monitoring, evaluation and accountability activities into all areas of their work.

Overall Objectives:

Under the umbrella of the Digicel Foundation Teacher Training Initiative plan, the main objectives of the M&E Coordinator will be to:

• Lead on the development and implementation of M&E Framework.
• Develop and implement M&E tools in coordination with stakeholders, trainers and teachers.
• Work with the stakeholders to ensure the integration of agreed core indicators into the implementation approach.
• Provide guidance on approaches and methods for monitoring and evaluation of the outcomes and impact of services delivered.
• Support trainers and teachers in effective analysis of the evidence emerging from monitoring and evaluation of the program.

Specific Responsibilities:

• Finalize the design of the M&E plan, including tools and materials
• Develop a clear monitoring plan that enables staff to understand their contribution to the monitoring and evaluation of the program, which includes:
• Agreeing standard indicators
• Means of Verification including surveys, data collection, and studies where relevant
• Frequency
• Accountability and responsibility
• Support stakeholders in designing and implementing baseline assessments and mapping exercises and ensure these are used within our evidence base.
• Ensure that monitoring plans and activities adequately include management considerations and wider learning.
• Monitor schedules and quality of monitoring activities providing guidance where necessary.
• Consolidate data and evidence and ensure the timely inclusion of this into reporting.
• With the Universite du Quebec a Montreal, ensure data and analysis is adequately drawn into mid-term and end of project evaluations.


Qualifications Requises

Critical Qualifications, experience and competences:

• Advance degree in International Educational Development, Social Sciences, Statistics or other equivalent qualification. (Minimum Bachelor Degree in social sciences with 5 years of related experience.)
• Knowledge and experience of using qualitative and quantitative data collection and analysis methods, including knowledge of statistical packages.
• Extensive experience in development, design and implementation of monitoring and evaluation systems (guidelines, methodologies including tools) at organizational and in field settings.
• Experience in rural educational context.
• Excellent skills in information management, including recording, analysis, reporting and review methods
• Excellent facilitation skills and experience in the use of participatory methodologies.
• Proven leadership, coordination and collaborative skills.
• Proven experience of working with multi-site projects.
• Proven experience of streamlining procedures and coordinating M&E approaches.
• Excellent interpretational, influencing and diplomatic skills including awareness of constraints while working in a complex and challenging environment.
• Willingness to conduct frequent travel and live in remote rural sites.
• Self-starting attitude, dynamic and full of initiative.
• Strong communication skills, with excellent written and spoken French and English, Haitian Creole preferably.
• Confident and proficient in the use of MS office and data management tools.
• Experience of establishing strong working relationships with colleagues from different functions and cultures.
• Experience of capacity building and training
• Experience of a flexible approach to managing and prioritizing workload and multiple tasks in a paced environment with tight deadlines.
• Experience of proactively identifying and addressing issues.
• An understanding of and commitment to Digicel Foundation Haiti’s mission and values.
