Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible - particularly those who are excluded or marginalized - with high quality programs that deliver long lasting benefits. Thus, Plan Haiti is engaging in is an USAID funded ($20 million +) project named. ASKE or Aksyon Kolektif pou Sekirite kont Ekspwatasyon (Haitian Creole for “Collective Action for the Security of Children, Women, and Youth) project which is a 5-year project led together with CARE, Save the Children with Plan focusing particularly, the Monitoring, Evaluation and research component of the project.
Plan Haiti is looking for a M & E Manager.
The M&E system to be developed will include both quantitative and qualitative data collection instruments to ensure that adequate data on the program and sub-grant is collected and shared with program stakeholders on a regular basis. The M&E Manager will support sub-grantee in the development of appropriate monitoring instruments to collect information on AKSE activities.
Fonctions
• Elaborate a conceptual framework related to the nature and objectives of the program and a thorough PMP
• Organize and oversee a comprehensive baseline study in order to inform all anticipated activities for the life of the project.
• Lead the ‘Annual Review’ process to ensure that program activities are appropriate and being implemented in accordance with the annual work plan (years 2 and 4).
• Organize and oversee a midterm evaluation in year 3 of the project, to inform programming and provide targets achievement against the work plan.
• Organize and oversee the final Evaluation to assess the progress made against proposed goals and indicators and the sustainability of practices, behaviors and infrastructure supported by the program.
• Build the capacity of partner organizations to monitor and evaluate their activities.
• Organize and Conduct regular training to AKSE team members and stakeholders in relevant M&E initiative
• Lead project data quality control
• Organize project Data validation workshop involving AKSE team members and other related stakeholders
• Represent the ASKE partnership to external stakeholders for M&E perspective;
• Lead on consultations with USAID in relation to the Monitoring and Evaluation;
Contribute of the overall Project Management
• Throughout the project making recommendations on how to improve cost-effectiveness, impact and sustainability;
• Document lessons learned that might be adapted and applied to other projects and yield insights for policy issues
Dealing with Problems
• Ability to make judgement in the light of working within a large and complex organisation with multiple stakeholders
• Flexibility to support positive outcomes for an effective programme
Qualifications Requises
• Demonstrable Knowledge of project data quality control.
• Knowledge of programming for development
• Fluent in French and practical in English
• Strong knowledge of all AKSE reporting requirement
• Demonstrated experience in data collection and analysis
• Demonstrated experience in use of information and communication technologies including statistical packages,
• Proven skills in the development and management of effective and motivated teams, including distance management
• Effective working with and through partners
• Demonstrated experience in conflict management and coaching
• Proven analytical skills in isolating priorities and tackling them
• All aspects of team management in complex environments
