OBJECTIFS DE LA CONSULTATION
The overall objective of this assignment is to prepare a Short Term Investment Program (STIP) to help Save the Children (SC) to identify means for the improvement of water services provided by the “Direction Nationale de l’Eau Potable et Assainissement” (DINEPA), in the South East Department of Haiti.
The Consultant's deliverables shall provide: (i) a basis upon which potential financiers can appraise and take a decision regarding financing the STIP; (ii) a plan for the financial and operational performance improvement of DINEPA in the South East Department; and (iii) the identification of potential grant and loan financing.
On the basis of this work, the Program details will be agreed between DINEPA and Save the Children, and the results will be presented to potential donors for financing.
Qualifications Requises
QUALIFICATIONS & EXPERIENCES
Masters degree in Engineering or a field related to water & sanitation development at government level.
At least 1 year of professional experience in a related field in Haiti.
10 years of professional experience in cost recovery related to water and sanitation at government level in developing countries.
Experience in coordinating meetings in French and excellent writing reports skills in English and French.
