Funded by USAID, ASKE or Aksyon Kolektif pou Sekirite kont Ekspwatasyon (Haitian Creole for “Collective Action for the Security of Children, Women, and Youth) is substantial ($20 million +), 5-year program being led by CARE, Save the Children and Plan Haiti.
The overall goal of the AKSE project is to improve the safety and security of women, children and youth in Haiti by decreasing the incidence of human rights abuse and expanding access to treatment and care.
The Advocacy Manager will contribute to positive policy and legislative changes at country level in order to improve the lives of Haitian boys and girls. The Advocacy Manager will support Haitian government protection agencies in designing and developing advocacy and public awareness campaign. S/He will also work with NGO networks and CBOs to design and conduct public education campaigns on women’s and children’s rights.

Dimensions of Role:
• The advocacy Manager plans specific advocacy initiatives (targets, allies, messages, etc.) and public awareness and advocacy campaigns;
• S/He reports progress regularly to both line manager against agreed work plans;
• S/He will contribute to advocacy section of the AKSE periodic reports.
Typical Responsibilities - Key End Results of Position:
• Develop the above deliverables;
• Consult with relevant consortium partners on all advocacy related to AKSE;
• Deliver implementation activities in the advocacy strategy and plan;
• Monitor and report the impact of the advocacy activities;
• Develop relationships with influential stakeholders in order to achieve AKSE advocacy objectives;
• Ensure that advocacy messages are understood country-wide.

• Ability to make judgement in the light of working within a large and complex organisation with multiple stakeholders;
• Flexibility to support positive outcomes for a global programme including supporting and mentoring other Country Office programs;
• Take decisions based on the correct applications of global policies in the country.
Qualifications Requises
• Bachelor’s degree or equivalent in human rights, law, political science;
• At least, five (5) years of relevant professional experience including development and implementation of advocacy or communication strategies.
• Understanding of or experience in implementing and monitoring child rights in a national context;
• Fluent in English and French.
• Proven experience in advocacy and policy work with policy makers;
• Strong gender equality and child rights background;
• Strong influencing and negotiation skills;
• Good technical assistance provision skills;
• Excellent facilitation and communication skills;
• Good interpersonal skills, personable, approachable and dependable;
• Proven excellent writing and analytical skills;
• Ability to work comfortably and sensitively across cultures and in a matrix with double reporting lines.
