Introduction
Chemonics seeks a workforce development/capacity building expert for the anticipated USAID-funded Local Enterprise and Value Chain Enhancement project to promote economic growth, increased employment, and workforce development in Haiti. The project aims to facilitate more productive and inclusive agriculture, construction, and apparel value chains in Haiti's three development corridors. The workforce development/capacity building expert will be based in Port-au-Prince and travel throughout the country. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Fonctions
Responsibilities:
• Interact with client firms, industry associations, and other stakeholders to identify problems that can be solved by workforce development interventions and develop and manage the implementation activities that come about as a result of these interactions
• Design and implement workforce development solutions to upgrade the level of worker knowledge and skills at client firms
• Network with stakeholders and keep abreast of workforce development initiatives that present opportunities for synergies
• Seek opportunities for, and deliver, multi-client training solutions that satisfy the workforce development needs of a large number of businesses
• Identify, develop, and manage ways to improve vocational education training
• Seek opportunities for strategic partnerships and effective linkages with industry, academic institutions, business organizations, local government, and other stakeholders
• Initiate and participate in public-private-partnerships on workforce development issues in local communities and at the national level
• Develop relationships with private sector firms working in targeted sectors
Qualifications Requises
• Advanced degree in business, management, or other relevant field
• Minimum of 10 years of experience designing and implementing demand-driven workforce development and technical and vocational education and training initiatives in environments comparable to Haiti
• Minimum of 10 years of experience in the capacity development of local institutions using state of the art practice, and ability to demonstrate the sustainability of those institutions as a result of capacity development efforts
• Experience preferred working in small and medium enterprise development and integrating at-risk and marginalized groups, including women and youth, into private sector development initiatives
• Proven ability to conduct training needs assessments and apply other methods to assess business development needs
• Demonstrated understanding of the Haitian context
• Excellent interpersonal and leadership skills
• Demonstrated leadership, versatility, and integrity
• Oral and written fluency in English or French required; working ability in Haitian Creole a strong plus
