Description:
The Casework Officer works closely on all protection and security cases. S/he is responsible within the protection department for identifying and responding to individual cases.
S/he assesses needs of vulnerable individuals and groups, identifying and developing culturally appropriate resources and solutions, enhancing follow-up mechanisms, and ensuring delivery of psychosocial assistance when needed through direct counselling and referral to competent authorities and organisations.
Responsibilities
-Works jointly with the protection and programme staff to assess the needs of camp residents and other persons of concern in order to provide assistance to IDPs
-Conducts preliminary interviews of individual cases, counsels and assists them in coordination with the protection field assistant and reports to the protection officer
-Follows up and refers protection cases to concerned authorities or organizations
-Informs and acts on oral reports received from IDPs within the community or from local authorities or organizations
-Maintains liaison with authorities as well as local and international organizations concerned with protection issues
-Maintains an up-to-date database on vulnerable camp residents and other persons of concern, compiles monthly statistics and prepares periodic reports on their protection concerns.
-Remains fully informed of various political, social, legislative and administrative developments that have a bearing on day to day life of IDPs and other persons of concern
-Assists camp and protection staff to organize trainings, workshops and information campaigns to enhance awareness on gender based violence and child protection for camp residents and staff working with IDPs
-Assists in monitoring the security and safety situation of the camp residents and other persons of concern and alerts the protection officer, security officer and senior management in the event of violations of human rights
-Assists the relocations staff to implement appropriate durable solutions for camp residents, counsels the residents on various issues and aspects of durable solution so that they can make informed decisions. Analyses problems faced by camp residents in respect to relocation
-Acts as interpreter and translator when needed
-Performs other duties as required
Qualifications Requises
Qualifications:
-University degree/training in social work, psychology or related field
-Experience in social and community-based work. Knowledge of IDP issues, experience in counselling and individual case management desirable
-Knowledge and understanding of organisations and state institutions concerned with protection issues
-Proven interpersonal, negotiating and networking skills; the ability to effectively manage a variety of internal and external relationships
-Ability to ensure confidentiality of information
-Prudent, flexible, patient and consistent both in words and actions. Cultural sensitivity mandatory
-Good physical and psychosocial condition
-Highly motivated, dynamic and energetic with strong personality to manage work pressure
-Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage timelines
-Excellent knowledge of Creole and French, English desirable
