Introduction

Management Sciences for Health (MSH) is seeking an experienced medical laboratory manager to organize and coordinate the day-to-day provision of quality laboratory services within the MSH-Haiti’s network. The incumbent of this position will be responsible for coordinating laboratory ordering and inventory, stockroom up keep, waste and safety records, routine equipment maintenance, and monitoring the work of Lab Technicians in health centers throughout the network.

Management consulting experience is therefore preferred. Experience in organizational restructuring projects will be an added advantage.


Fonctions

The Laboratory Program Manager will be expected to:
Work closely and in tandem with the Technical Director of the HIV/AIDS/TB Unit and his team
providing guidance and specialized field services reports.
Provide Direct Technical Assistance to Laboratories within MSH network;
Manage a network through supervising task execution and monitoring project progress.
Reinforce strong, collaborative relationships with staff at all levels of key stakeholders: SCMS, LNSP PNLT, CDC, USAID, and MSPP;
Lead the strategic development and design of all future programs with laboratory component;
As necessary, coordinate with other local and international organizational partners to leverage complimentary expertise, funding and/or relationships;
Develop presentations and reports for senior members of MSH-Haiti and /or the Ministry of Health when necessary;
Manage communications with appropriate government and non-government partners;
Distill strategic documents into operational plans and ensure execution against stated goals;
Oversee the development of analytic modeling including demand/supply modeling, costing, and resource allocation with SCMS;
Maintain effective communication and provide timely and accurate reporting to the Project Technical Director;
Insure routine maintenance of laboratory instruments occurs as recommended by manufacturer and/or oversee maintenance and repairs performed by third parties as needed.
The Laboratory program manager is expected to be well versed in modeling and general analytical support. Employee will be expected to develop strong and respectful working relationships with his/her Ministry counterparts as well as with other implementing partners and to draw on MSH global expertise proactively.


Qualifications Requises

Experience living and working in resource-limited environments is strongly preferred. The candidate should have a demonstrated ability to be flexible and effective in the face of unexpected challenges, including supply disruptions, national emergencies, and other sudden changes; as well as the willingness to accept a standard of living that is clean and comfortable but very simple;
• Strong people management experience, including the demonstrated ability to work respectfully, productively, and with humility across cultures; as well as demonstrated aptitude for teaching, training, and mentorship;
• Fluency in English, French and conversational Spanish and/or Creole highly desirable;
Local candidates preferred;
•Minimum of 4 - 7 years experience in private or public sector enterprises, with increasing levels of responsibility and leadership;
•Advanced degree in Bio-chemistry, preferably a MBA or MPH or an equivalent degree;
•Extremely strong data management/excel skills; strong modeling skills;
•Highly entrepreneurial and with strong self-motivation;
•Demonstrated success in coordinating various stakeholders/interests and developing strong relationships in order to drive a process successfully;
•Strong problem solving skills and analytical capabilities, as well as creative thinking capabilities;
•Ability to multi-task, set priorities, and be effective under tight deadlines and in high-pressure situations;
•Ability to work independently, flexibly and responsively, with a strong commitment to excellence;
•Excellent written and oral communications skills and a high degree of self-confidence.
