Introduction

The IS Specialist is responsible for the planning, installation, configuration, management and maintenance of the IT infrastructure (servers, network equipment, PBX, etc.), networking (LAN and WAN) and the distributed equipment (PC’s, printers, peripherals, phones) at the Haiti office. He or she is expected to be knowledgeable of and to follow MSH corporate IS policies and standards when procuring, configuring and installing ICT hardware and software and to work closely with the MSH corporate network infrastructure team. The IS Specialist is responsible to ensure that good policies and procedures are in place in accordance with corporate IS policies to restrict access to MSH systems to only authorized individuals and to protect MSH IT equipment, network and data. Overall he or she is responsible for providing a well-running, well-managed, well-protected IT environment and good customer service to MSH staff. He/she will lead the implementation of the SCMS global MIS strategy and technical assistance framework. These will be based on established international standards and designed to ensure that all MIS efforts produce internationally benchmarked outputs and outcomes that meet client needs. He/she works with other team members to coordinate resources, to ensure activities are on track and to ensure that technical outputs are on high quality. Additionally he/she supervises other IT staff as assigned.


Fonctions

Monitor, manage and upgrade server hardware and software including applying patches and anti-virus updates.
Create and manage user accounts and network access on domain controller through MS Active Directory.
Monitor and manage disk space on network file shares, perform regular back-ups and off-site storage of the system and data as per corporate IS policies.
Maintain network documentation, hardware inventory and software inventory.
Identify hardware/software and system gaps for the continued improvement/ implementation of MIS systems in use by MSH/SCMS as well as identify errors and program failures.
Work with 3rd party service providers (ISP, equipment providers, Telecom Company) to provision new services and ensure good service is provided.
Develop training materials and Assist with the planning and delivery of regular training workshops for end users and partner organizations’ health professional staff on the IT equipment and systems that is used on-site.
Collaborate with stakeholders, at the national level, in order to strengthen the management information systems.
Participate in the development of standard operating procedures for the implementation of MIS systems and assist in the development of management reports templates.
Prepare activity reports and assist with the documentation and dissemination of lessons learned.
Lead the development of scopes of work for technical assistance for the Haiti SCMS staff and MIS consultants to use in implementing the SCMS MIS strategy. Ensure that each TA provides appropriate services to the local SCMS office and its clients. This includes prioritizing needs, coordinating the local implementation of the technical assistance, managing the schedule of consultants, and standardizing reporting protocols and documentation requirements for each MIS consultancy.
Remain current with global MIS innovations and technological and ICT advances in the SCMS countries where significant MIS activities are being implemented.

Qualifications Requises

Required:
Degree/Advance Diploma in IT or Computer Science from recognized University/College or equivalent experience
• Minimum of 3 years work experience in IT field that include working in an office environment
• Microsoft Certified Systems Administrator (MCSA) or Microsoft Certified Professional (MCP)
• Experience with Windows Server 2003 and 2008, Cisco routers, and firewalls
• Experience with virtual server systems as well as Microsoft Exchange server configurations

Desired:
? Experience working with relational databases (Oracle 10g, SQL and MS Access)
? Experience planning and implementing IT projects
? Experience managing, coordinating, and supervising work of a team in a multiple MIS project environment
