Introduction

The Procurement Officer will realize the purchasing of items for the Organization in a timely and cost efficient manner. S/he will provide support in the overall development of the Procurement/Logistics accounting systems and processes. The role includes ensures that all purchases conducted for the organization are compliant with J’P HRO and donor financial systems and procedures.

Procurement:

• Consults with the Logistic Manager to establish performance criteria and specifications for the Organizations’ procurement needs
• Investigate potential suppliers and recommends those most desirable.
• Procures the appropriate supplies for the Organization.
• Ensures that all procurement is done according to the J/P HRO purchasing standards of Operation.
• Validates the accuracy of vouchers, invoices, purchase orders, disbursement request, expenses and other financial documentation before submitting for approval and signature
• Assists the Logistics manager and PSD in other administrative and financial tasks as appropriate.

Cash management:

• Assist with activities to optimize funds according to J/P HRO needs and circumstances, for example by negotiating suppliers’ deadlines.

Procedures for incurring expenses/Inventory Control

• Assisting with setting up internal procedures for incurring expenses according to J/P HRO’s and donors’ rules, in compliance with procedures for logistics-related purchases and after approval by the Country Director and headquarters.
• Coordinate with the logistics department and ensure the inventory system is financially reconciled and updated regularly.
• Assist with the reconciliation of accounts


Qualifications Requises

- At least 3-5 years experience in Haiti procurement
- Degree/certificate in Business Administration/Management or relevant field
- Knowledge of the usual NGO (Donors) regulation (UNDP-WB-USAID-Etc…)
-Fluency in English, French and Creole
-Excellent computer skills (MS Office), Internet
-Strong communication skills
-Excellent decision-making skills
-Organizational skills
-Detail oriented
-Good understanding of administrative and technical aspects of procurement including negotiation with suppliers, confidentiality, procedures, and inventory
-Flexibility
