Introduction

Partners In Health (“PIH”), co-founded by Paul Farmer and Ophelia Dahl and headquartered in Boston, MA, is an internationally recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through its service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern medical science to those most in need and to serve as an antidote to despair. Zanmi Lasante, PIH sister organisation, founded by pere Lafontant, a small community clinic that first started treating patients in the village of Cange in 1985, has grown into the Zanmi Lasante (ZL) Sociomedical Complex, featuring a 104-bed, full-service hospital with an infectious disease center (the Thomas J. White Center), a women’s health clinic (Proje Sante Fanm), a laboratory, a pharmaceutical warehouse, a Red Cross blood bank and a dozen schools. ZL has also expanded its operations to a dozen other sites across Haiti’s Central Plateau and beyond. Today, ZL ranks as one of the largest nongovernmental health care providers in Haiti – serving a catchment area of 1.2 million people. ZL employs over 5,400 people, almost all of them Haitians, including doctors, nurses and community health workers.

Fonctions

OVERALL RESPONCIBILITIES:

In accordance with the established vision, mission and values of the organization the Environmental Services Manager is responsible for managing the housekeeping, pest control and waste management services within the Mirebalais National Teaching Hospital. The manager is accountable to coordinate the housekeeping service according to industry standards in consultation with the Infection Control Department.

The Manager is responsible for providing leadership and direction for the environmental services, management, risk management and quality improvement within the assigned area. In addition, the Manager is accountable for efficient, effective utilization of approved physical, financial and human resources, and for guiding and coordinating activities of the service in accordance with identified standards and supporting the goals and strategic direction of ZL and MSSP.
SPECIFIC RESPONSIBILITIES:
This position is responsible for the organization and supervision of the housekeeping departments including monitoring employee performance, quality, cost control, and customer satisfaction.

Housekeeping Services

• Supervises all housekeeping procedures to ensure adherence to; industry cleaning standards, (Insert Haitian regulatory bodies) example - Work Safe, WCB, and WHMIS regulations.
• Ensures the special procedures required in isolations, terminal cleaning, and infection control protocols are carried out.

Waste Management

• Supervises the effective collection, segregation, and disposal of all hospitals garbage focusing on effective recycling, recycling or reusing where possible.

Pest Control Program

• Ensures the hospital operates with an effective environmental friendly integrated pest control program.

Purchasing

• Supervises the purchasing, receiving, storage and control of all supplies and equipment according to established standards and specifications.
• Supervises the purchasing and maintenance of ongoing contractual relationships that may occur with supply/equipment vendors, pest control vendors, and waste management vendors.
• Investigates and procures the most up to date cleaning technologies that are cost effective, environmentally sustainable, minimize operational downtime, exhibit proven cleaning performance, and maximize labor optimization.
• Participates in group purchasing activities ensuring compliance to ZL policies and procedures.

Staff Supervision

• In conjunction with ZL Human Resources, is responsible for the hiring, training and discipline of all housekeeping services staff in accordance with ZL Human Resources policies.
• Coordinates activities of housekeeping services staff by developing work standards, work schedules, and monitoring work flow, to meet the operational needs of the department.
• Conducts employee performance evaluations.
• Responsible for the data base management of the housekeeping software programs.
• In conjunction with the Chief Facilities Officer and ZL Human Resources, identifies, mentors, and develops future leaders within the organization.

Quality Assurance

• Monitors and ensures compliance by all staff with all quality controls, sanitation guidelines, and safe work practices.
• Manages all internal audit processes to ensure compliance with all internal Key Performance Indicators.
• Has a strong working knowledge of Housekeeping quality assurance practices that include, but are not limited to, visual inspections and walkabouts, bioluminescent marking, and ATP monitoring.
• Working with the Infection Control Department participates in quality control meetings and audits. Initiates solutions and follow up in consultation with the Chief Facilities Officer.
• Checks and requisitions repairs of equipment and facilities as needed.
• Develops and implements staff orientation and In-service Education Programs. Ensures that all staff can perform all procedures associated with cleaning. Ensures compliance to all fire and safety emergencies procedures at each facility.
Budget

• In consultation with the Chief Facilities Officer, plans the annual budgets both Operating and Capital. Responsible for ongoing adherence to budget objectives for supplies, equipment, and compensation. Responsible for developing and initiating corrective actions to operate on budget.
• In consultation with the Chief Facilities Officer, creates emergency preparedness detail to annual budgets, such as labor and supplies costing for potential outbreaks and annualized risk assessment costs for addressing hospital acquired infections/antibiotic resistant micro flora.

Other related duties as may be assigned.


Qualifications Requises

QUALIFICATIONS:

Education, Training and Experience

• Demonstrated thorough knowledge of hospital housekeeping techniques as well as management procedures, techniques, methods, and practices, and must be able to apply them successfully to a specific hospital housekeeping program.

• Minimum of three (3) years recent, related experience in a supervisory position.
• Commitment to obtaining, and achievement of industry related Certification for Housekeeping within HealthCare via an internationally recognized agency (IFMA, IEHA).


Skills and Abilities

Demonstrated or proven:

• Ability to develop procedures which mesh the specific goals of the hospital Environmental Services department with the broad overall goals of the hospital, and ability to work with other hospital managers to coordinate respective programs;
• Knowledge of hospital housekeeping methods and techniques in conjunction with identified Best Practices within Infection Control; of various floor, wall, and ceiling covering materials and their properties; and of current developments concerning new cleaning agents, techniques and equipment.
• Knowledge of effective pest control programs.
• Knowledge of waste management systems (paper, cardboard, plastics, kitchen food waste, etc.)
• Ability to schedule and carry out effective monthly departmental meetings.
• Ability to communicate (speak and write) effectively - Creole and French are preferred, English is a plus.
• Ability to learn, adapt, and influence others towards new and innovative Facility Management techniques.
• Ability to deal with others effectively.
• Physical ability to carry out the duties of the position.
