Organizational Profile:
Partners In Health (“PIH”), co-founded by Paul Farmer and Ophelia Dahl and headquartered in Boston, MA, is an internationally recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through its service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern medical science to those most in need and to serve as an antidote to despair. PIH has major programs in Haiti, Peru, Guatemala, Mexico, Russia, Rwanda, Lesotho, Malawi, Burundi, Kazakhstan, the Dominican Republic, and Boston, working tirelessly to lessen the joint burden of disease and poverty.

This is an exciting time for PIH as the organization is going through a period of significant growth. PIH has played a vital role in the response and reconstruction of Haiti following the 2010 earthquake, and these efforts are resulting in both a broadened scope of work and heightened visibility for the organization. As the work continues to expand, PIH seeks individuals committed to the mission and values of the organization (see PIH values) to join the team.

Hospital Profile:
In the town of Mirebalais, located at the intersection of two main roads just 30 miles north of Port-au-Prince, PIH is in the midst of the biggest reconstruction project launched in Haiti since the January 12, 2010 earthquake: a 220,000 square foot, 320-bed teaching hospital. Before January 12th, Partners In Health and Zanmi Lasante (ZL) had been planning to build a new community hospital in Mirebalais. Then the earthquake struck, leaving most of the health facilities in and around Port-au-Prince in ruins, including Haiti’s only public teaching hospital and nursing school. Responding to an urgent appeal from the Haitian Ministry of Public Health and Population (MSPP), we quickly scaled up our plans. Less than six months after the earthquake, the MSPP and PIH/ZL broke ground not for a community hospital but for a world-class national referral hospital and teaching center. When the hospital opens its doors in 2012, the main medical campus will encompass seven buildings offering a level of care never before available at a public hospital in Haiti. And at a time when Haiti desperately needs skilled professionals, Mirebalais Hospital will partner with Harvard Medical School and others to provide high-quality education for the next generation of Haitian medical students, resident physicians, nurses, and other clinical staff.

Overall Responsibilities:

Specific Responsibilities:
• Plan and establish a comprehensive system for financial management at Mirebalais National Teaching Hospital. This system should incorporate best practices in a range of core financial activities, including:
o Overall accounting systems
o Budget development and management
o Accounts payable and receivable
o Payroll management (in conjunction with HR)
o Financial reporting (to PIH/ZL, Haitian government, donors, and the broader public)
o Financial management of grants and other donations
o External audit review
• In conjunction with Mirebalais senior management, recruit, hire, and train a team of financial managers and staff to implement the activities listed above. Develop and implement systems for performance review and professional development of staff, including trainings and continuing education offerings.
• Work closely with the Central Administration team of Zanmi Lasante, as well as with the Boston-based PIH financial management team, to ensure seamless coordination between financial management at Mirebalais National Teaching Hospital and broader organizational financial management at ZL and PIH.
• In conjunction with Mirebalais senior management and others, lead the process of preparing an annual operating budget for the Mirebalais Hospital prior to each fiscal year.
• In conjunction with the development team and others, prepare proposed budgets for grant proposals that seek ongoing operational funding for the Mirebalais Hospital.
• Maintain constant communication with relevant officials and departments within the Government of Haiti, to ensure full compliance with all national laws, regulations, and reporting requirements.


Qualifications Requises

Qualifications:
• A personal and professional commitment to the mission and goals of the Mirebalais National Teaching Hospital; to supporting the long-term development of Haiti; and to tirelessly strengthening human rights through the promotion of global health equity and social justice.
• 10+ years of experience as a financial executive in a major company or organization, either within Haiti or abroad. A relevant advanced degree is strongly preferred, as are formal certifications in key financial management practices. The candidate should have an established track record of successfully leading a financial department through external audits and/or other processes that validate the establishment of international standards of financial management.
• Experience living and working in Haiti, or other resource-limited environments, is strongly preferred. The candidate should have a demonstrated ability to be flexible and effective in the face of unexpected challenges.
• Strong people management experience, including the demonstrated ability to work respectfully, productively, and with humility; as well as demonstrated aptitude for teaching, training, and mentorship.
• French and/or Haitian Creole language abilities are strongly preferred; a working knowledge of English is also preferred.
