Introduction

Organizational Profile: Partners in Health (“PIH”) co-founded by Paul Farmer and Ophelia Dahl and headquartered in Boston, MA, is an internationally recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through its service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern medical science to those most in need and to serve as an antidote to despair. PIH has major programs in Haiti, Peru, Guatemala, Mexico, Russia, Rwanda, Lesotho, Malawi, Burundi, Kazakhstan, the Dominican Republic, and Boston, working tirelessly to lessen the joint burden of disease and poverty.
Zanmi Lasante, PIH sister organisation, founded by Pere Lafontant, a small community clinic that first started treating patients in the village of Cange in 1985, has grown into the Zanmi Lasante (ZL) Sociomedical Complex, featuring a 104-bed, full-service hospital with an infectious disease center (the Thomas J. White Center), a women’s health clinic (Projet Sante Fanm), a laboratory, a pharmaceutical warehouse, a Red Cross blood bank and a dozen schools. ZL has also expanded its operations to a dozen other sites across Haiti’s Central Plateau and beyond. Today, ZL ranks as one of the largest nongovernmental health care providers in Haiti – serving a catchment area of 1.2 million people. ZL employs over 5,400 people, almost all of them Haitians, including doctors, nurses and community health workers.


Fonctions

Position Overview:
Zanmi Lasante is seeking a strong and dynamic medical leader for its new flagship project: the Mirebalais Teaching Hospital (MNTH). As a member of the senior management team, the Director of Outpatient Services will play a key role during the initial period of phasing of clinical services at MTH (between phase 1 and 4 before the hospital resume full-scale operations) by coordinating outpatient service delivery and referrals at MNTH. The Director of Outpatient Services with the support of the director of Nursing is the overall responsible for integrating operations of the TB/HIV clinic, general outpatient clinic, the chronic care clinic, pediatric outpatient clinic, palliative care clinic, outpatient surgical clinic, the temporary pharmacy as well as the temporary laboratory. The Director of outpatient services is also in charge for the day-to-day coordination and co-operation with the CDI. Ultimately, the Director of outpatient services will be in charge for planning, organizing and coordinating the delivery of ambulatory care and social services at MNTH and ensure that the daily outpatients’ services are delivered according to the strategic plan of the MNTH.

Specific Responsibilities:
• Assume responsibility for the organization and delivery of outpatient clinical and social services exclusive of women’s health outpatient services at the Mirebalais National Teaching Hospital.
• Plan and organize service delivery at the TB/HIV clinic, general outpatient clinic, the chronic care clinic, pediatric outpatient clinic, palliative care clinic, outpatient surgical clinic, the temporary pharmacy as well as the temporary laboratory.
• Assign and review the work of all health care providers working at the TB/HIV clinic, general outpatient clinic, the chronic care clinic, pediatric outpatient clinic, palliative care clinic, outpatient surgical clinic, the temporary pharmacy as well as the temporary laboratory clinics.
• Ensure the efficient and effective flow of patients throughout the outpatient clinics, while also ensuring that they are being properly treated and taken care for.
• Ensure that clinical staffs are kept up to date on any changes that are occurring regarding the systems and process in place at MNTH.
• Manage the performance of medical staff ensuring there are adequate resources to meet the operational requirements according to the operational plan and recommend selections, promotions, awards, and corrective actions as needed
• Provide high quality support, advice, information and guidance on the development of medical staff including the development of benchmarks, indicators, and analysis on trends, risk management identification and planning.
• Provide timely and accurate reporting to the Chief of Clinical Services
• Listen and ask for feedback from staff, patients and community members.
• Ensure the efficient and effective flow of patients throughout the outpatient clinic, while also ensuring that they are being properly treated and taken care for.
• Intervene and diffuse any situation that involves agitated, confused, scared or emotional patients and family members.
• Resolve any kind of argument or misunderstanding that may crop up between the medical staff. Sometimes, there tends to be a disagreement over the diagnosis or the treatment plan that is chalked out for a patient. In such cases, it is important to amicably resolve the dispute in the best interests of the staff and the patient at heart.
• In close collaboration with other senior clinical managers, create and implement robust health information systems for monitoring and evaluation, including a system for continuous performance measurement based upon clinical indicators. Work with the hospital’s senior management team to ensure that best practices in evidence-based hospital management are firmly established, and to promote accountability to PIH, ZL, the government of Haiti, donors, and the broader public.


Qualifications Requises

• Medical Doctorate or equivalent
• Valid Haitian medical license
• Medical specialty in Family Medicine or Internal Medicine is highly desirable
• 5+ years of experience in a medical supervisory role at a major referral hospital or health care facility. A history of clinical leadership experience in facilities located in both the developed and developing worlds is preferred. .
• Experience living and working in resource-limited environments is strongly preferred. The candidate should have a demonstrated ability to be flexible and effective in the face of unexpected challenges, including supply disruptions, national emergencies, and other sudden changes; as well as the willingness to accept a standard of living that is clean and comfortable but very simple.
• Strong people management experience, including the demonstrated ability to work respectfully, productively, and with humility across cultures; as well as demonstrated aptitude for teaching, training, and mentorship.
• Fluency in English, French and conversational Spanish highly desirable
