Introduction
Organizational Profile: Partners in Health (“PIH”), co-founded by Paul Farmer and Ophelia Dahl and headquartered in Boston, MA, is an internationally recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through its service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern medical science to those most in need and to serve as an antidote to despair. PIH has major programs in Haiti, Peru, Guatemala, Mexico, Russia, Rwanda, Lesotho, Malawi, Burundi, Kazakhstan, the Dominican Republic, and Boston, working tirelessly to lessen the joint burden of disease and poverty.
Zanmi Lasante, PIH sister organisation, founded by Pere Lafontant, a small community clinic that first started treating patients in the village of Cange in 1985, has grown into the Zanmi Lasante (ZL) Sociomedical Complex, featuring a 104-bed, full-service hospital with an infectious disease center (the Thomas J. White Center), a women’s health clinic (Projet Sante Fanm), a laboratory, a pharmaceutical warehouse, a Red Cross blood bank and a dozen schools. ZL has also expanded its operations to a dozen other sites across Haiti’s Central Plateau and beyond. Today, ZL ranks as one of the largest nongovernmental health care providers in Haiti – serving a catchment area of 1.2 million people. ZL employs over 5,400 people, almost all of them Haitians, including doctors, nurses and community health workers.

Fonctions
Overall Responsibilities: The HR Director will work closely with the hospital Chief Executive Officer and management team and also with ZL HR department to develop and implement effective HR strategies and programs, including organizational development, training, performance management and compensation. The HR Director also leads recruitment, benefit administration, employee relations, employment counseling, and other related human resources functions.
Specific Responsibilities: The Director of Human Resources coordinates, performs and directs a wide range of difficult and complex administrative and managerial activities as it relates to human resources policies and programs for the entire organization. The major areas covered are:
1. Organizational development,
2. Recruiting, screening, interviewing talent, negotiating wages/salaries,
3. Employment contracts, employment, orientation and training, employee relations,
4. Compensation, benefits, safety and health, risk management, ensuring conformance with regulatory compliance and employee services.
5. Identifies legal requirements and government reporting regulations affecting Human Resources function.
6. Direct a process of organizational planning that evaluates structure, job, design, and personnel power forecasting throughout the organization. Coordinates activities across division lines. Evaluates plans and changes to plans. Makes recommendations to executive leadership and management.
7. Develop and maintain computerized HRIS system.
8. Design reports as required by executive leadership.
9. Establishes standard recruiting and placement practices and procedures; interview management level candidates.
10. Identify and coordinate use of human resources consultants, insurance brokers, insurance carriers, training specialists, labor counsel, and other outside sources.
11. Protects interest of employees and the organization in accordance with Code du Travail, regulatory standards, employment laws and regulations.
12. Guide the disciplinary process.
Qualifications Requises
7 years of progressive experiences in human resources with a minimum of 5 years serving as the Director of Human Resources or the equivalent of managing or directing a Human Resources Department. A minimum of an earned Bachelor's Degree in Human Resource Management; Master in Human Resource Management or Business Administration preferred with a related concentration in Human Resource Management, Leadership Development, Industrial Organizational Psychology or Training and Performance Improvement with seven years of Human Resource Management experiences or a combination of a four degree in the noted field and 7 years of Human Resources Management experience.
