Introduction

Organizational Profile: Partners in Health (“PIH”) co-founded by Paul Farmer and Ophelia Dahl and headquartered in Boston, MA, is an internationally recognized non-profit organization whose mission is to provide a preferential option for the poor in health care. Through its service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern medical science to those most in need and to serve as an antidote to despair. PIH has major programs in Haiti, Peru, Guatemala, Mexico, Russia, Rwanda, Lesotho, Malawi, Burundi, Kazakhstan, the Dominican Republic, and Boston, working tirelessly to lessen the joint burden of disease and poverty.
Zanmi Lasante, PIH sister organisation, founded by Pere Lafontant, a small community clinic that first started treating patients in the village of Cange in 1985, has grown into the Zanmi Lasante (ZL) Sociomedical Complex, featuring a 104-bed, full-service hospital with an infectious disease center (the Thomas J. White Center), a women’s health clinic (Projet Sante Fanm), a laboratory, a pharmaceutical warehouse, a Red Cross blood bank and a dozen schools. ZL has also expanded its operations to a dozen other sites across Haiti’s Central Plateau and beyond. Today, ZL ranks as one of the largest nongovernmental health care providers in Haiti – serving a catchment area of 1.2 million people. ZL employs over 5,400 people, almost all of them Haitians, including doctors, nurses and community health workers.


Fonctions

Position Overview:
Zanmi Lasante is seeking a strong and committed community leader for its new flagship project: the Mirebalais Teaching Hospital (MTH). As a member of the senior management team, the chief of clinical services is primarily responsible for implementing MTH’S prevention and education strategies at the Community level. The director of community health will also coordinate social mobilization activities that aim to bring awareness among vulnerable groups about their overall burden of disease (with particular emphasis on HIV/AIDS) as well as to develop and support, in collaboration with the manager of mental health and psychosocial services, initiatives that address the root causes of diseases and poverty.
Specific Responsibilities:
Assume responsibility for all Community health aspect of the operation of the MNTH. This includes all community-based activities (as opposed to facility-based), as well as immunization services, growth monitoring, outpatient nutrition services, mobile clinics, preventions and social mobilization activities.
• Work closely with the manager of mental health and psychosocial support as well as the Director of Outpatient Services and others to finalize a comprehensive operational plan, staffing plan, and budget for Community Health care of Mirebalais National Teaching Hospital. Recruit, hire, and train managers to implement that plan.
• Sets standard for community health care and quality for patients services
• Manage the performance of relevant staff ensuring there are adequate resources to meet the operational requirements according to the operational plan.
• Provide high quality support, advice, information and guidance on the development of relevant staff including the development of benchmarks, indicators, and analysis on trends, risk management identification and planning.
• Provide timely and accurate reporting to the director of Outpatient services
• Ensure there is adequate staff with appropriate training working in the community health department.
• In close collaboration with the Director of Outpatient Services and the health information systems Director, create and implement robust health information systems for monitoring and evaluation, including a system for continuous performance measurement based upon clinical indicators. Work with the hospital’s senior management team to ensure that best practices in evidence-based hospital management are firmly established, and to promote accountability to PIH, ZL, the government of Haiti, donors, and the broader public.

Qualifications Requises

• Advanced degree in Public Health, social services or a related field
• 5+ years of experience in a community health management role at a major health care facility.
• Experience living and working in resource-limited environments is strongly preferred. The candidate should have a demonstrated ability to be flexible and effective in the face of unexpected challenges, including supply disruptions, national emergencies, and other sudden changes; as well as the willingness to accept a standard of living that is clean and comfortable but very simple.
• Strong people management experience, including the demonstrated ability to work respectfully, productively, and with humility across cultures; as well as demonstrated aptitude for teaching, training, and mentorship.
• Fluency in English, French and conversational Spanish highly desirable
