Introduction

Trócaire has been working through local partners in Haiti since 1991. Given the scale of the destruction caused by the January 2010 earthquake, Trócaire launched an emergency response. During this period, Trócaire recommitted to working in Haiti throughout both the relief and recovery phases, as well as for long-term development.

Trócaire is part of the Caritas Confederation, which has 162 member organisations globally. In the first six months of the response, the strategy was to primarily focus the Trócaire relief effort on work with fellow member organisations in the Confederation (CRS, CAFOD, Cordaid and Caritas Haiti).

Since then a coherent humanitarian programme with just less than 20 Haitian partners has been developed and a local office has been established in Port au Prince to ensure closer links with partners and better follow up of the recovery process.

It is now envisaged that this humanitarian programme will encompass several thematic programmes (livelihoods, humanitarian – with a focus on shelter and disaster risk reduction – and governance/human rights). This recruitment is part of Trócaire’s ongoing efforts to strengthen the Haiti team’s ability to provide quality support to its partners for long-term development.

Trócaire has a Regional Office for Latin America in Honduras and has a regional humanitarian programme and an innovative Disaster Risk Reduction (DRR) programme. Globally Trócaire’s work focuses on six themes, articulated in our strategic plan - Governance and Human Rights, Building Sustainable Livelihoods, Preparing for and Responding to Emergencies, the Environment, HIV and Gender. This position is part of the Latin America Region.

Trócaire is now seeking for a Programme Officer to focus on livelihood issues that intersect with humanitarian as well as governance, human rights and gender related issues. It is envisaged that the livelihoods component will focus primarily on the agricultural sector to help improve food security and conditions for farmers and small scale producers. It will aim to stimulate production within Haiti particularly of key crops such as mangoes, rice and coffee. In addition, the humanitarian component will focus on disaster risk reduction – both urban and rural - and shelter (both construction and advocacy initiatives on land rights and durable solutions for those still living in camps or temporary housing) as well as projects to support those suffering from post-earthquake trauma.

To assist in strengthening the presence of Trócaire in Haiti and to support the consolidation of Trócaire’s humanitarian/livelihoods work in Haiti. Trócaire works closely with other Caritas and CIDSE members as well as organizations actively involved in livelihoods issues. This position will help to achieve Trocaire’s long term development work under Haiti’s country strategic plan


Fonctions

Programme Management and Development
1. Responsible for ensuring that Trócaire Haiti’s Humanitarian/Livelihoods programme is coherent, , programmatic and addresses critical livelihoods issues in the country and targets the poorest (as per Trocaire’s mandate)
2. Consolidate the development of a Humanitarian/Livelihoods Programme Proposal Document (PPD), Identify and build links with new partners consistent with the PPD and Haiti Country Strategy Review and critically assess project/ and programme progress collectively with partner organisations
3. Ensure that DRR, gender and HIV are mainstreamed in all response programming.

Partner Relationships & Capacity Building
4. Constructively support partners’ management of livelihood initiatives in the various stages of project cycle management, from project appraisal to reporting.
5. Consider new partnerships which ensure a creative and dynamic livelihoods programme through new contacts and field visits
6. Work with partners to identify and address their capacity building needs in terms of both project management and organisational development.
7. Ensure effective HIV/AIDS integration into programme and project planning and implementation
8. Carry out regular monitoring visits to partners and ensure that reports are written on each visit and shared with the Haiti Country Representative (HCR)
9. Develop and review impact of the livelihoods programmes and its contribution towards the achievement of Trócaire’s regional and global strategies
10. Strengthen programme’s impact through design of a results based monitoring framework using Trocaire’s common field indicators
11. Promote Trocaire’s programmatic approach by encouraging and facilitating alliance-building, development of advocacy messages and learning exchanges between partners

Programme Finances
13. With the HCR develop annual budgets and work plans for the Haiti programme and monitor their implementation
14. Keep abreast of in-country funding opportunities and nuture Trócaire's relationship with existing and potential donors
15. With the Regional Funding Officer develop programme and project proposals to be submitted to institutional donors
16. Support partners in producing timely proposals and reports, which comply with Trócaire standards

Security
17. Follow all Trócaire’s security protocols for Haiti
18. Actively seek out security information and report regularly to the HCR

Advocacy, policy & communications
19. Monitor and report on the current development context in Haiti particulary on issues such as food security and rural land rights,
20. Maintain constant contact with communications, policy and advocacy officers within head office and contribute to the realisation of the Haiti country advocacy plan.
21. Support partners to engage in policy development and advocacy where appropriate and build alliances between partners and international advocacy networks.
22. Organise and host in conjunction with HCR and other team members visits of media teams, advocacy networks, political and expert delegations and colleagues from Head Office

Internal Links in Trócaire
23. Develop reports to satisfy the requirements of Trócaire head office and donors, and to use as learning tools to review the programme locally.
24. Ensure coherence between project/programme implementation and Trócaire policies and plans.
25. Contribute to organisational learning through systematic documentation, monitoring, evaluation and sharing of information with other staff working in the region and the relevant Programme Teams, in particular the Livelihoods and Environmental Justice

Networking & information sharing26. In collaboration with HCR participate in International advocacy networks , liaise with other INGOs and LNGOs, UN and donors where appropriate and report regularly to the HCR on such discussions.27. In collaboration with the RLO in Head Office, establish and maintain links with other organisations (including members of the Caritas and CIDSE families), institutions and professional groups working in and on Haiti
28. Attend internal and exernal workshops or seminars on relevant issues as appropriate and agreed with the HCROther Tasks
29. Any other duties as requested by your Line Manager
30. Participate in Regional planning and review meetings


Qualifications Requises

• Relevant postgraduate qualification in development, economics, social sciences or substantial work experience is acceptable in lieu
• Knowledge of the current situation in Haiti
• At least 3 years experience of working in partnership/ building the capacity of local institutions
• Experience and understanding of capacity building of Civil Society Organisations (CSOs)
• Knowledge of livelihoods, environmental justice and development issues
• Fluent written and spoken French and English, Creole a plus
• Computer literate
• Knowledge of project cycle management
• Strong proposal and report writing skills
• Knowledge of gender equality
• Excellent financial literacy
• Willingness to work as part of and with other Church based organisations
• Excellent interpersonal skills
• Capable of working in complex and dangerous environments
• Dynamic and willing to take initiative
• A team player but also willing and able to work with minimal supervision
• A sensitive and patient approach to advising and mentoring of staff and partners
• Ability to multi-task in a challenging environment.


Conditions particulières

Port au Prince, Haiti with frequent short visits to other parts of the country for monitoring purposes.
