J/P HRO is a Non-profit organization dedicated to help lift the nation of Haiti out of the rubble and give the Haitian people a better life, J/P HRO is seeking an experienced professional for an exciting position as part of its response to the 2010 Haiti earthquake. The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, and programs for J/P Haitian Relief Organisation (J/P HRO) . The major areas the Human Resources manager controls are Recruitment and Selection, Performance Management, employee on-boarding, development, needs assessment, and training; Compensation and Benefits Administration and Employee relations. S/he originates and leads Human Resources practices and objectives that will provide an employee-oriented; high performance culture . S/he coordinates the implementation of people-related services, policies, and programs through Human Resources staff and assists and advises company managers about Human Resources issues. S/he is responsible for the building and maintenance of working relationships with all stakeholders ( internal and external) and for safeguarding Confidentiality.
Fonctions
Recruitment and Selection:
Overall Management of the Recruitment and Selection process .
Establish hiring standards in relation to the timeline within which positions are filled
Manage the Employee on-boarding process
Performance Management:
Implementation and Administration thereof of the Performance Evaluation process for J/P HRO.
Manage the Performance Evaluation process for all employees
Notify the Employee of successful end of probation
Monitor Yearly Performance Appraisal for Staff
Compensation and Benefits Management:
Lead the annual salary survey and recommend salary structures to Directorship
Establish all employee salaries in accordance with the salary scale
Lead the registration of all staff with the legislated government Pension (ONA) and On the job Insurance (OFATMA).
Research and Recommend to Directorship optional employee benefits
Administration:
Guide the Human Resources department to ensure efficient Human Resources Administration for the smooth operation of Human Resources Processes.
Records Management
Payroll administration
Leave Administration
Contract Administration:-Monitor contract start and end dates for all staff
Data Management and Reporting:
Provide weekly and monthly Human Resources Reports covering a range of Human Resources reporting .
Industrial / Employee Relations
Lead the Human Resources Employee Relations activities to create a harmonious working environment
Advice Managers and counsel employees on disciplinary processes
Facilitate legal separation where appropriate
Human Resources Management
Coaching and Mentoring of all Human Resources Staff
Managing the department to ensure efficiency and effectiveness
Performance evaluation of Human Resources Staff
Qualifications Requises
Qualifications:
Human Resources or Business Administration degree / A Masters degree in a relevant field
5-8 years of relevant experience in Human Resources
Knowledge of Haitian Labor Law is essential
Fluency in English, French and Creole
Excellent computer skills (MS Office), Internet
Strong communication skills
Excellent decision-making skills
Organizational skills
Detail oriented
Good understanding of administrative and technical aspects of HR, including confidentiality, HR systems, procedures, and recruitment
Cross-cultural sensitivity and ability to communicate effectively with people from different walks of life
