General description of the role
To carry out GOAL small orders from Port au Prince for supplies, works and services, to keep data (PDTS, vendor Roster) and support the Procurement Manager, in accordance with GOAL’s internal and relevant donor procedures.

Key duties and responsibilities
1. To ensure that all procurement procedures are effectively followed in compliance with the GOAL Haiti’s approved procurement chart and relevant donor requirements:
• Handle Order/Quotation Request Form according to GOAL procedures
• Analyse the specification of the supplies, works or services required and source potential suppliers who can meet this specifications.
• Enter prices in bid analysis and support the Procurement Manager in the selection of suppliers
• For small purchases, place the order with the chosen supplier and follow up the status of the goods
• Ensure that all chosen suppliers are registered in the GOAL Haiti vendor-roster and that Goal has on file their Vendor registration form
• Complete all financial paperwork, obtain the necessary signatures for approval and ensure payment to the supplier is made.

2. To update the Procurement Data Tracking Sheet daily and to follow-up all open/pending order listed through their closure.

3. To critically analyse, on a regular basis, all assigned GOAL suppliers based on criteria of reliability, quality and prices of goods offered, terms & conditions, after sales services, and update the Vendor Roster accordingly

4. To provide Warehouse database manager with the necessary information on all deliveries to Goal Warehouses

5. To liaise with requesting departments and to keep them updated about the current status and imminent delivery of requested goods

6. For all procured assets, to pass on required information (donor code, Cost centre, # OQRF, etc…) to the Asset data base manager for tagging before being sent to their end user

7. To support the Purchaser in the collection of quotations to ensure that Procurement Files are complete

Reporting structure

To the Procurement Manager or Assistant Logistics Coordinator when PM unavailable.



Other
• S/he will carry out all duties in line with GOAL policies including the Standards of Accountability governing ethical behaviour of humanitarian workers.

Qualifications Requises

Requirements

Essential
• A level and diploma in logistics and/or procurement;
• Good administration skills;
• Ability to understand and implement organisational and donor policies;
• Good time management, prioritisation and planning skills;
• Good computer skills (MS Office Package, email);
• Trustworthy and honest;

Desirable
• Some years experience in a similar position (procurement, administration, logistics) with a significant element of procurement essential;
• Basic technical knowledge (e.g. ICT or mechanic or construction or electricity or other).
