Introduction

Dans son plan stratégique 2010-2014 suite au tremblement de terre du 12 janvier 2010, Diakonie Katastrophenhilfe après avoir analysé l’impact des risques et des catastrophes naturelles sur la pauvreté en Haïti notamment dans le Département du Sud-Est a fait de ce secteur la colonne vertébrale de son intervention dans le pays. Dans le cadre de son plan stratégique, DKH entend apporter une solution intégrée et durable pour les populations affectées par le tremblement de terre en prenant en considération l’état de vulnérabilité préexistant et les priorités émergeantes.


Fonctions

1. Support the recruitment processes and maintain updated job descriptions in coordination with respective line managers.
2. Prepare job adverts and participate in the recruitment and selection processes of job applicants, supporting and advising line managers in the selection exercises.
3. Prepare appointment letters for signature by Country Director.
4. Coordinate induction plans to ensure that staff are aware of HR policies and best practices relating to their employment.
5. Ensure all terms and conditions and HR practices are compliant with Haitian labour law and keep the Country Director informed of any changes.
6. Ensure that all staff are trained, understand and abide by key DKH policies – Code Of Conduct, Protection Policy etc.
7. Work with the senior management team to develop HR policies.
8. Ensure that all staff contracts are up-to-date, maintain HR files, leave and sick records.
9. Take the lead in supporting line managers to implement staff performance appraisals and ensure that appropriate training is provided for managers to fulfil this task.
10. Mediate and ensure that disputes between staff and/or between staff and management are resolved in a mature and professional manner.
11. Provide good quality, appropriate and clearly communicated advice to managers on all aspects of HR management policy, practice and legal issues for national staff.
12. Advise senior staff on staff development needs and identify ways of addressing these.
13. Network with HR colleagues in other organisations to share HR best practices.
14. Participate in salary surveys and implement benchmarking exercises to ensure DKH is competitive within the market.
15. Liaise with the insurance agent on the administration of the employee medical scheme for national staff.
16. Identify the senior management on any staff welfare issue and advise on appropriate actions to be taken.
17. Advise on budgets for HR.

• Prepare the national staff payroll.
• Ensure the timely submissions of national staff timesheets & overtime sheets.
• Advise on remuneration – pay and benefits.
• Ensure regular salary surveys are conducted as per agency policy.
• Ensure the proper, secure filing of all personal records.


Qualifications Requises

*Bachelor’s degree in Human Resources or related field.
* 3-5 years experience in a similar role
*Fluency in Creole and/or French, and English
*Ability to research, evaluate and analyze new recruitment techniques, methods and procedures.
*Good knowledge of Haiti labor laws
*Good understanding of administrative and technical aspects of HR, including HR systems, procedures, and recruitment.
*Computer literacy in MS Office Suite
*Proven research skills and/or experience.

Conditions de travail

Periodic field visits to our offices in the South-East approximately twice a month.
