Introduction
The Assistant Program Support Director assists the Program Support Director in providing overall management of the organization’s support departments including Finance, Human Resources, House and Office Management, Security, Logistics, Transportation and IT to ensure optimum support to all the projects. S/he also assists in providing training, mentoring and coaching to senior support managers and ensures that projects and programs receive the quality and quantity of services required in a timely manner.
Fonctions
Under the direct supervision of the Program Support Director the responsibilities are as follow:
Reviewing and monitoring the current operational policies, ensure adherence to the laws of Haiti and initiate corrective actions as required
Controlling the management and disbursement of funds (funds supplies, payments, control of balances and financial security procedures)
Ensuring the presence and validity of the proofs of purchase in view of the incurred expenses
Authorizing expenses to be incurred in compliance with the procedures and according to the budgetary framework following approval by the relevant managers
Managing the financial parts of contractual engagements
Ensuring follow ups on expenses by budget category and timely flagging of risks of overruns
Supervising payroll system and ensuring payments are completed on a timely basis
Reviewing and monitoring the Human Resources department policies, systems and procedures
Coordinating with the Logistics department and ensuring the inventory system is financially reconciled and updated regularly
Ensuring the Logistics Manager maintains the inventory of the organization’s assets and their disbursements in link with the Human Resources Officer
Directly supervising the IT manager, and ensuring high quality management information systems are in place
Authorizing property leases, major contracts and all other major administrative actions.
Reviewing and monitoring the Office vehicle use and practices in order to attain optimum efficiency of the vehicle fleet
Reviewing and monitoring the Security department policies, systems and procedures
Supervising the House and Office Manager procedures and ensuring that both working and living spaces are sanitary and orderly at all times
Qualifications Requises
• Master’s Degree or equivalent in Business Administration
• Strong Computer skills (Excel, PowerPoint, Word, Internet, QuickBooks a plus)
• Strong oral and written communication skills
• NGO and International Organization experience
• At least 5 years of experience in management in Haiti
• Ability to speak and write English, French and Creole
• Ability to work in a multi-cultural and marginalized environment
• Ability to work under pressure
