Fonctions

The Monitoring and Evaluation officer is responsible for setting up and managing operations of the HEA M&E system to support programme management and accountability functions. He/she contributes toward the relevance, effectiveness and efficiency of World Vision programming

1. Design and manage the implementation of programme and project M&E plans in alignment with the World Vision DME LEAP framework
2. Participate in project design, revise the project objective hierarchy and logical frame work matrix (activities, processes, inputs, outputs, outcomes and impacts);
3. Manage the identification and design of key indicators, appropriate tools, formats and procedures of operational monitoring at each level of the objective hierarchy;
4. Produce reports as per M&E plan’s reporting schedule and in accordance with approved LEAP reporting formats
5. Disseminate information from M&E to project management, implementing partners and funding agencies;
6. Formulate and ensure inclusion of M&E budgets in programme and project design documents
7. Develop and manage an updated database and information management system for programme indicators and monitoring activities;
8. Prepare the Terms Of Reference, design and costing of baseline, evaluations and needs assessment surveys
9. Collaborate with implementing partners and primary stakeholders to develop feasible and effective discussion events where M&E data are analysed and programming action is agreed upon
10. Organise and facilitate trainings on M&E functions for capacity development and awareness among relevant World Vision staff
11. Guide and liaise with external consultants and individuals sub-contracted to implement special surveys or studies required for evaluating project effects and impacts
12. Conduct coaching for performance with M&E supervisors and enumerators


Qualifications Requises

1. A degree in social sciences, nutrition, statistics or development studies
2. At least one year of relevant work experience in a supervisory level.
3. Experience in design and implementation of M&E systems; including qualitative and quantitative approaches to assessment and monitoring
4. Experience in participatory assessment, monitoring and evaluation, training and facilitation, data processing or analysis
5. In-depth working knowledge of computer based statistical packages including SPSS, CsPro, Epinfo and Excel; and information dissemination software
6. Good report writing and information dissemination skills
7. Good knowledge of and experience with humanitarian guidelines and principles
8. Good contextual knowledge of local community and social/cultural constraints, realities and organisational relationships for effective project design and implementation
9. Communicates with integrity to different stakeholders- good interpersonal skills with people across a wide social range including project beneficiaries/community members, other WV staff/managers, government officials etc
10. Good human resources management skills

11. Ability to verify data quality
12. Ability to speak French, English and other local languages
