The Health Services Costing Associate will have responsibility for data collection and entry in the scope of 2 health services costing exercises conducted by SDSH:
The first one is the cost of the referred Services Package (PSP) offered by the network of local NGOs contracted by SDSH. The costing of the PSP will contribute to the ability of the SDSH team to plan with NGO service-delivery partners and increase the capacity of the NGO partners to project budget requirements to fund service activities and to improve quality through the standardization of clinical inputs.
The second costing study is to assess the cost of delivering the PSP in MSPP facilities supported by SDSH in targeted areas. Like the NGO facility costing exercise, this study will allow SDSH but also the MSPP to project budget requirements to deliver the PSP in MSPP facilities and assess the main cost drivers of implementing the PSP in MSPP facilities.
The Health Services Costing Associate would specifically focus her/his level of efforts on the data collection and entry of the PSP in MSPP facilities in “targeted areas”. S/he would provide technical support to SDSH Data Collectors at department level to perform the data collection process, input the data into CORE Plus and analyze the data. In addition, s/he will support the main consultant in finalizing the data collection and entry process for the PSP costing in NGO supported facilities.
On the long term, s/he would involve the MSPP in future costing activities and support the MSPP in this area of expertise.
Fonctions
The specific responsibilities can be summarized in 2 components as follows:
Component 1 – NGO Health Facility Costing in SDSH Network
1. Collect missing information for selected NGO sites
2. Input Service Data Entry for selected facilities
3. Input Data into CORE Plus for each facility
4. Input HIV/AIDS, PTME and CDV data into CORE Plus for all health facilities
5. Assist the main consultant in the Results Analysis
6. Present initial analysis with the main consultant
Component 2 – MSPP Health Facility Costing in Targeted Zones
1. Train Data collectors on data collection tools together with the main consultant
2. Coordinate the data collection process in 12 facilities
3. Support Data Collectors in data entry and upon request
4. Input data into CORE Plus tool for each facility
5. Clarify data from MSPP facilities if need be
6. Assist the main consultant in the data analysis upon needs
EXPECTED OUTPUT
1. Unit cost of PSP services in a sample of MSPP Health Facilities in targeted areas and NGO facilities
2. Data Entry Forms for each facility
3. CORE Plus file for each facility
Qualifications Requises
1. Health professional degree-level training
2. A Masters degree (Maitrise) in Health Systems would be an asset
3. At least five years of working experience with health program coordination within NGOs delivering the Preferred Package of Health Services
4. Working Experience at service delivery level site (NGO and /or MSPP facilities)
5. Working experience in costing of health services in Haiti
6. Skills in organizing and facilitating trainings
7. Strong track record in coordinating people
8. Experience in USAID-funded health projects, particularly with HIV/AIDS programs, is highly desirable.
9. Strong interpersonal skills are required.
10. Being conversant with CORE Plus costing tool would be an asset
11. Fluency in reading, writing and speaking English and French
