Islamic Relief (IR) is a UK based international relief and development charity which envisage
a caring world where people unite to respond to the suffering of others, empowering them to
fulfil their potential. Working in over 25 countries, Islamic Relief promotes sustainable
economic and social development by working with local communities to eradicate poverty,
illiteracy and disease. We also respond to disasters and emergencies, helping people in
crisis. Islamic Relief has been working in Haiti since the devastating earthquake of 2010.
Throughout its disaster response programme in Haiti IR has provided affected communities
with shelter, food, non-food items and water and sanitation services. Other services included
rubbish collection and cash for work, school reconstruction and supporting vocational
training centres. Currently Islamic Relief-Haiti programme is becoming more focused on
shelter and school reconstruction.
Funded by the Islamic Development Bank, Islamic Relief will soon start implementing its
new school reconstruction project with an aims to reconstruct five schools that have been
affected by the earthquake. Thus, we recruiting for a School Reconstruction Project Manager
position, and would like to encourage all qualified and enthusiastic professionals to apply.
Fonctions
1. Lead on the conduction of a comprehensive needs assessment process on the five
targeted schools. This includes:
a) (a) Technical assessment of existing physical status and condition of schools and
develop a scope of reconstruction
b) Preparation of sketch designs and drawings for reconstruction, bill of quantities
and cost of construction materials, equipment and labour; and project work plan
for a new school building.
c) Preparation of designs and bill of quantities for associated infrastructure of the
school building including drinking water, waste water and solid waste disposal,
electricity, ventilation, landscaping,
d) Assess what agency resources (staff, material and financial) will be required to
proceed with the planned activities. .
2. Liaise and coordinate with school officials, school committees, and government
authorities in all stages of project design and implementation. Ensure that school
construction meets national standards for construction in seismic zones, and that
designs are approved by the national authority responsible for school infrastructure. .
3. Manage community mobilisation activities of the reconstruction project include
beneficiary vulnerability survey and analysis, community meetings, in-kind and
unskilled labour contribution.
4. Support procurement process of construction materials and equipment; monitor
quality of construction materials and equipment delivered by contractors.
5. Develop a project implementation plan in accordance with the approved project
proposal, budget and IR-Haiti strategy.
6. Establish a monitoring and evaluation plan for the project and oversee its
implementation.
7. Assist in establishing monitoring system to help with progress of claims, invoices and
payments and variation orders.
8. Monitor compliance to contract requirements, contract clauses and conditions.
Prepare written progress reports to document progress prior to any issuance of
invoices and payment.
9. Assist in compiling and preparing bid documents and bidders list, including inquiry
preparations, request for bids and recommendations for award of contract in
compliance with Islamic Relief procurement policies and procedures. All tenders will
be carried out by IR-Haiti Admin and logistics department.
10. Coordinate and work closely with implementing contractors
11. Liaise and coordinate with other international and local aid agencies and making sure
that IR is represented in cluster meetings including Education and WASH clusters
12. Manage and be accountable for spending against all construction related budget
lines, including review of monthly finance reports against cash forecast and
explanation of variances.
13. Line manage project site engineers, supervising their work plans, providing them with
the technical support they need, as well as monitoring them. Manage staff
performance as well as personal development plans
14. Producing monthly and quarterly progress reports as well as project final report.
15. Ensure proper closure and hand over of projects to Haitian School authorities.
Prepare and issue certificate of completion to implementing partners and contractors.
Qualifications Requises
Essential:
A degree in a construction-based discipline including Civil Engineering, Architecture,
Construction Management or related technical field.
Desirable:
Recognised Project Management certification (e.g. Prince2, PMP)

Experience
A minimum 7 years of experience in the construction industry achieved either in the private
sector or humanitarian contexts..
Working with the private sector or humanitarian aid organisations
Proven experience in managing construction projects, including school reconstruction
Proven experience in construction contract management and delivery of projects on time
and on budget
Good understanding of relevant local, national and international school building codes and
standards.
Proven ability of planning, reporting, and monitoring and evaluation
Proven ability of conducting needs assessment including technical and cost assessment.
Good understanding and experience in managing budgets and working with finance team
Proven understanding of and ability to adhere to/ work towards humanitarian standards
and principles such as Sphere, Red Cross Code of Conduct et
Understanding of accountability to beneficiaries, including them throughout the PM cycle
